NIST Requirements Supply Custom Adaptor Plate for Moore 1440 Precision Index Stage
I. Background The Dimensional Metrology Group (DMG) performs many critical calibrations each year and develops documentary standards for evaluating dimensional measurement systems.
To achieve these goals, we need to periodically upgrade our equipment. One piece of equipment we need to upgrade is our Moore 1440 Precision Index stage. The proposed upgrade will involve installing a new adapter plate, which is crucial for fixturing customer gauges for angle calibration.
II. Scope
The DMG requires an adapter plate part to attach to an upgraded Moore 1440 Precision Index stage. The proposed upgrade is needed for fixturing customer gauges for angle calibration.
III. Minimum Requirements The products shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Contract Line Item Number (CLIN) 0001: The Contractor shall provide one (1) adapter plate made in accordance with the following requirements:
1. The adapter plate shall be made in accordance with the specifications in Figure 1.
(STEP file for the adapter plate shall be made available upon request)
2. The plate shall exhibit strong wringability over the entire surface of Datum Surface “A” in Figure 1, allowing for multiple artifacts to wring in any orientation or location.
3. All surfaces must be steel with no coatings other than the temporary protective coating used to prevent corrosion during shipping and storage.
4. Lapping shall be used to produce surface finishes with callout of 0.000010 flatness and parallelism.
5. Center hole shall be jig ground to final dimensions and location.
6. Contractor must show the part fixed on a Moore Tools 1440 Precision Index stage to ensure part fit.
7. Contractor must provide a list of customers to contact for work that was similar in purpose to demonstrate experience and capability of producing wringable surfaces.

The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense. The following tests shall be performed to ensure acceptability.
NIST will verify that the part is made to the print shown in Figure 1 by measuring with one of our ultra-high accuracy CMM (Moore M48, Leitz PMM-C, and/or Zeiss Xenos), and test fitting to our Moore Tools 1440 Precision Index stage.
Typical artifacts (angle blocks, gauge blocks, optical wedges, etc) intended to be used with palten will be wrung in different orientation and locations of Datum Surface A (Figure 1).
The Government will test, inspect, and accept the equipment onsite within seven (7) business days of receipt of the adapter plate. A visual inspection of the adapter plate will be performed by the NIST TPOC to identify surface defects or any form of indication of damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the adapter plate due to defects and/or nonconformance.
VI. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of fully delivered part.
2. The Government anticipates inspection will occur upon:
a. After all testing requirements set forth in this document have been completed and the system has demonstrated operation to the required specifications.

If applicable, evidence that the Offeror is authorized by the original provider to provide the item(s) in the quotation should be included.
Volume II - Past Performance:
The offeror shall provide past performance information regarding relevant contracts over the past five (5) years with Federal, state, or local governments, or commercial customers. If the offeror has no relevant past performance, it may include a statement to that effect in its quotation. The government reserves the right to consider data obtained from sources other than those described by the offeror in its quotation. It is recommended that approximately 3-5 contracts be referenced.
The description of each contract/order described in this section shall not exceed one half page in length.

The pricing quotation shall be separate from any other portion of the quotation. The offeror shall propose a firm-fixed-price quotation for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due.
Volume IV - Terms and Conditions Provisions Offerors shall provide a completed copy of all provisions listed below:

It is the sole responsibility of the contractor to identify in their quotation any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the Contractor's acceptance of the Government's terms and conditions for inclusion into the resultant purchase order.

If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the proposed price. (End of provision)
52.212-2 EVALUATION - COMMERCIAL ITEMS
PAGE 11 OF 21 1333ND18QNB680234
FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS (Oct 2014) The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:
The Government intends to award a single purchase order (PO) from this solicitation utilizing simplified acquisitions procedures in accordance with FAR part 13. The Government reserves the right not to award a PO and to make an award without discussions based solely upon initial quotations. However, the Contracting Officer (CO) reserves the right to enter into discussion if deemed necessary.
Evaluation Factors
Award shall be made to the offeror whose quotation offers the best value to the Government price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability 2). Past Performance, and 3) Price. The Technical Capability and Past Performance non-price factors are more important than price.
An Offeror's failure to address any factor may be considered indicative of the Offeror's lack of understanding of the Government's requirements and may result in the offer being determined unacceptable.
1. Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offerors technical description and/or product literature does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not meet the requirements.
2. Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past five years. In assessing the offeror's past performance information, NIST will evaluate, as appropriate, relevance to current proposed item, successful performance of contract requirements, quality and timeliness of delivery of goods and services, communications between contracting parties, proactive management and customer satisfaction. Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror’s past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information.
Price: The proposed price will be evaluated for reasonableness. The evaluation will determine whether the proposed prices are reasonable in relation to the solicitation requirements. Prices must be entirely compatible with the technical portion of the quotation.
