STATEMENT OF WORK

Brand Name or Equivalent

TITLE: Sapphire Centrifuge Windows

I. Introduction The contractor shall furnish 105 Sapphire Centrifuge Windows

II. Background This project is to develop a calibration artifact (SRM 5003) for Analytical Ultracentrifugation (AUC). The need for this SRM was established by our NIH collaborators in a comparison of AUC measurements between 67 laboratories, where a scale analogous to the one developed here enabled a reduction of uncertainty in sedimentation velocity by a factor of 3 to 4. Sedimentation velocity is the basic measure, and in AUC and allows determination of molecular size, shape and affinity. The Sapphire centrifuge windows (also known as windows for analytical ultracentrifuge cells) to be procured will be used for lithography where two scales will be patterned on them.

Scope Deliver, in accordance with the statement of work, 105 Sapphire Centrifuge Windows

III. Minimum Requirements The system shall meet or exceed the salient characteristics identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Brand Name or Equivalent This is a brand name or equivalent requirement. Brand name or equivalent is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency’s requirement.

1. Technical Specification: Quantity of 105 Sapphire Centrifuge Windows, brand name or equivalent to Meller Optics Sapphire Cell Window, Product Number SCD0267-01C, which meets or exceeds the salient characteristics identified below:

a. Diameter: 0.7492"+/-.0012"

b. Thickness: 0.1969"+/-.0039"

c. Parallelism: 0.0008"

d. Maximum Flatness:

i. ½ fringes power,

ii. 1/8 fringe irregular over central

iii. 0.630" minimum diameter clear aperture,

iv. 2 faces.

e. Perpendicularity: OD to faces within 15 minutes.

f. Edge Bevel: 0.014"+/-.006" X 45deg, 2 places.

g. Surface Finish:

i. 30-10 OR better per MIL-O-13830,

ii. Within central 0.630"Minimum diameter Clear Aperture

iii. 2 faces.

iv. Crystallographic Orientation: 90deg With The C-Axis Parallel and in the plane of the Faces.

h. Shall withstand the stress of operation in an Ultracentifuge at 60,000RPM.

IV. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

The NIST TPOC will test randomly sampled windows using a coordinate measuring machine and optical flats to ensure compliance with the specifications, including but not limited to diameter, thickness, parallelism, and flatness. Other specifications will be verified by inspection.

A visual inspection of the Sapphire Centrifuge Windows will be performed by the NIST TPOC to identify surface defects or any form of indication that the Sapphire Centrifuge Windows were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the Sapphire Centrifuge Windows due to defects and/or nonconformance.

The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the Sapphire Centrifuge Windows.

The place of acceptance shall be:

100 Bureau Drive Building 301 Gaithersburg, MD 20899

Ownership (title) of the Sapphire Centrifuge Windows shall transfer to NIST upon acceptance.
