This acquisition is being competed as full and open competition.

BACKGROUND:

The National Institute of Standards and Technology (NIST)/Center for Nanoscale Science and Technology (CNST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. The Nanofabrication Research Group of the CNST has the mission of advancing measurement science by developing develops novel nanofabrication and nanomanufacturing techniques. The group requires an InGaAs imaging camera that will operate in the range between 900 nm and 1700 nm. This camera will be used to image devices at 980 nm, 1300 nm, and 1550 nm bands in the CNST user facility. Methods of materials characterization, actuating and imaging dynamics of micro- and nano-electromechanical system dynamics will be developed in the CNST NanoLab as a resource accessible to researchers in the CNST and to outside users via collaboration.

The CNST NanoLab has initiated a research project to measure and control the motion of nanoscale freestanding devices by the development of a customized interferometric system for Silicon based photonics. This equipment is required to provide a means imaging and aligning fibers to our nanomechanical Silicon based devices. Data from the groups vibrometry setup, used for real time velocity and displacement measurement of nanomechanical structures. In general, the group will utilize either optical or piezo excitation, however, in certain scenarios, including fluid structure interactions and thin 2D material films, it is desirable to have an alternate all electrical drive and detect mechanism. These devices oscillate across a broad range of frequencies, spanning kHz to GHz. Within their setup, the will develop scanning techniques for the visualization of the nanomechanical deflection shapes that span kHz to GHz frequencies. The group will utilize nanomechanical spectroscopy, including mechanical quality factor changes (Q-spectroscopy) with oscillator interactions with ultrathin films. In one scenario, topologically optimized ultrathin photonic crystal membranes could be used to detect small changes in mechanical and optical properties from interactions with other materials and systems. For instance, a particular high Q system would include random scattering in disordered structures. These optomechanical platforms could be integrated with micro- and nano-fluidic systems as ultra-sensitive detectors in the arena of nanoparticle binding, structural changes in molecular monolayers, soft materials and biological membranes. Dissipation and general structural dynamics of high frequency coupled optomechanical systems will be measured using various techniques. Dissipation measurement studies of various oscillatory modes of coupled optomechanical structures have manifestations in the domain of ultra-thin film Nano-characterization. These multimode spectral measurements coupled with collective excitations enable spectroscopic dissipation methods for material characterization (Q-spectroscopy of ultra-thin films). Furthermore, the group will use lasers to interrogate coupled plasmonic and nanomechanical architectures. These complex, strongly interacting nonlinear systems, could give rise to variety of phenomenon (wave propagation and intrinsically localized modes), wherein the complex dynamics are highly sensitive to local changes in the environment, consequently rendering these as attractive ultra-high sensitive chemical, biological and force sensor platforms. The overall performance of the measurement system – and the success of the research project – will depend critically on the performance of the InGaAs imaging camera.

All items must be new. Prototypes, first articles, demonstration models, used, refurbished, or otherwise developmental systems will not be considered for award.

All offerors shall provide a firm-fixed-price quotation for the following line item(s):

NIST LOCAL-53 Contract Performance During Changes in NIST Operating Status Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), that will impact normal days of business operation, such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:

Gaithersburg Campus Operating Status Line:

(301) 975-8000

(800) 437-4385 x8000 (toll free)

Boulder Campus Operating Status Line:

(303) 497-4000

During a lapse in appropriation, access to Government facilities and resources, including equipment and systems, will be limited to excepted personnel for both Federal employees and Contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless you have been, or are notified that you are to work under an excepted status, you will automatically enter a temporary work stoppage. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. Additionally, Contractors are encouraged to monitor public broadcasts or the Office of Personnel Management’s website at www.opm.gov for the Federal Government operating status.

NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer’s Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.

Contractors with supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would cause the government to incur additional obligations during the lapse in appropriation may continue performance.
