The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1,000 employees or less.
This acquisition is 100% set-aside for small business.
BACKGROUND
NIST has a requirement for a He recovery system to recover, store, compress, and liquify helium (He) gas generated from experimental laboratories in building 218 of the Advanced Measurement Laboratory of NIST. Liquid helium is critical to NIST’s mission involving traceability of measurements, the ability to prevent the loss of valuable data in ongoing experiments, and to prevent costly repair of highly sensitive equipment due to unexpected warmups. NIST provides traceability of all electric power, voltage, and resistance standards in the United States and these currently all depend on a stable supply of liquid He. Therefore, it is mailto:forest.crumpler@nist.gov mailto:joni.laster@nist.gov critical that NIST acquires a He recovery system, given the current shortages of He, uncertain supply chains, and environmental unsoundness of releasing He into the atmosphere as He is a non-renewable resource.
GENERAL DESCRIPTION
The system will be located in building 218 of the AML. NIST will build the required He plumbing lines from the various labs that use liquid He to a central location in building 218, where the recovery system is to be located. The recovery system will be divided into two locations. The He gas storage and compression will be located in the mechanical space of building 218, and the purifiers and liquefiers will be located in the lab space of building 218.
NIST will provide the appropriate plumbing to these two locations for the vendor to hook the recovery system too.
Minimum Requirements
All items must be new. Prototypes, demonstration models, used or refurbished instruments will not be considered for award.
Line Item 0001: One (1) Helium Recovery and High Pressure Liquefication System which shall meet or exceed the specifications identified below.
A. He liquefiers shall be provided with the following minimum specifications
1. The liquefier shall a capacity of at least 120 liters per day. Greater consideration will be given to systems that can incrementally expand liquification capacity.
2. The liquefier shall be fully automated with a touch screen panel.
3. The liquefier shall have no depressurizing wait time to transfer He from its storage vessels
4. The compressors for the liquefiers shall be water cooled and allow for remote location from the liquefier.
5. Greater consideration will be given to a system that does not need to transfer liquid He to a separate storage dewar to reduce the number of He transfers required and reduce potential loss of He in brining liquid He into the experimental systems.
B. Automated He Purifiers shall be provided with the following minimum specifications
1. The purifiers shall purify He to 99.9995%
2. The purifiers shall have a capacity purify to the required He for the liquefiers in item A.
3. The purifiers shall have a regeneration operation that shall be accomplished automatically.
Greater consideration will be given for the shortest regeneration times.
4. The purifiers shall have an integrated hydrogen removal capability.
C. The Recovery System shall contain He gas dryers to remove moisture from the recovered helium gas.
D. The Recovery system shall contain a He recovery bag with the following minimum specifications
1. Two recovery bags shall be provided with a total volume of at least 1200 cubic feet, with each bag having a volume of at least 600 cubic feet.
2. The recovery bags shall have a recovery bag controller
3. The recovery bags shall have pressure relief valves
E. The Recovery system shall have high pressure compressor to compress the He gas into cylinders up to 3200 psi.
F. The recovery system shall have high pressure gas cylinders DOT/TC Certified 300CF with CGA-580 outlet to store the He gas with an integrated manifold.

FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS (Oct 2014) The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:
Evaluation Factors:
Award shall be made to the offeror whose quotation offers the best value to the Government price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability 2) Past Performance, 3) Experience and 4) Price. All non-price factors, when combined, are greater in importance to price.
TECHNICAL CAPABILITY:
Evaluation of technical capability shall be based on the information provided in the quotation.
NIST will evaluate whether the offeror has demonstrated that its proposed product meets or exceeds all requirements in the Statement of Work. Quotations that do not demonstrate the proposed product meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed product meets a certain requirement, NIST will determine that it does not.
Quoted equipment must be able to meet all the minimum specifications as stated to be considered for an award. Quotations that meet all the minimum requirements, with no exceedances, shall be considered technically equivalent.
However, under the technical capability evaluation factor, the Government shall give greater technical consideration for the following technical exceedances, as stated in the Minimum Requirements:
A, 1. Greater consideration will be given to systems that can incrementally expand liquification capacity.
A, 5. Greater consideration will be given to a system that does not need to transfer liquid He to a separate storage dewar to reduce the number of He transfers required and reduce potential loss of He in brining liquid He into the experimental systems.
B, 3. Greater consideration will be given for the shortest regeneration times.
G, 1. Greater consideration will be given to back pressure devices with automatic electric valve control.
G, 2. Greater consideration will be given to back pressure devices that deliver the smallest bath pressure variations in the experimental cryostats.
The items above are equivalent and the greater number of exceedances will be given the most technical consideration.
PAST PERFORMANCE:
The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three years.
In assessing the offeror's past performance information, NIST will evaluate, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.
Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable.
The Government may also consider other available information in evaluating the Offeror’s past performance.
The Government will assign a neutral rating if the offeror has no relevant past performance information.
EXPERIENCE:
NIST will evaluate the extent of the offeror’s experience providing similar equipment. NIST will give preference to offerors who demonstrate they have experience delivering the same equipment they are proposing for the current requirement.
PRICE:
The Government will evaluate price for reasonableness.
