1. Background
The NIST Center for Neutron Research (NCNR) owns and operates a heavy water-moderated nuclear test reactor and associated neutron beam research facility. The NCNR’s reactor is licensed with the Nuclear Regulatory Commission (NRC) under the name National Bureau of Standards Reactor (NBSR). The Reactor's secondary cooling water is cooled by a cooling tower. The cooling tower is located behind the NCNR (Building 235). The cooling tower was built in 2002. It is divided into three sections, or “cells”. Each cell is further subdivided into a “wet” and a “dry” section. Both have a pair of roll up doors that can be positioned for cooling requirements and to minimize the plume emanating from the structure.
All twelve (12) roll up doors are Atlas operator driven doors. The doors can be controlled locally and remotely from the reactor control room. The positions of the doors are monitored by site cameras and proximity sensors mounted on the door track rails. Each door has internal limit switches (open/close) and one external limit switch to prevent the door from opening too far. The internal limit switches on the wet doors are set so that the doors do not close all the way. This prevents the doors from buckling from fan suction or freezing to the bottom edge in the winter season. The dry doors have an extra center support so they can be closed all the way
The six (6) wet doors have additional deicing features. To prevent extensive condensation on the doors and ice during extreme freezing conditions the drain from the heat exchanger is routed to a horizontal header mounted behind each wet door. The header has 20 adjustable nozzles aimed to spray a curtain of hot water onto the back side of the doors during freezing conditions. There are heaters magnetically attached to the bottom of the track rails to prevent freezing of the water. The heaters are controlled by a thermostat that turns them on when the temperature drops below 40 degrees Fahrenheit.
Obviously, the wet doors operate in a moist environment. Because of this they are prone to corrosion failures. The safety edges, track heaters, and track rails have failed or are failing.
It is NCNR’s understanding that the existing doors are discontinued. Making repairs difficult and costly.
2. Objective NCNR wants to replace the roll up doors with new ones that are readily available, reliable and easy to service and maintain. The new wet doors will require stainless steel track rails and a heating system. The dry doors only need the operators and doors replaced. The tracks do not need to be replaced.

Scheduling of the task will also be evaluated.
Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three years. In assessing the offeror's past performance, NIST will evaluate the quality and timeliness of delivery of goods and/or services, effective management (including management of subcontractors if appropriate), level of communication between the contracting parties, ability to control cost, and customer satisfaction.
