STATEMENT OF WORK:
A. Background Information
The National Institute of Standards and Technology (NIST) Center for Neutron Research (NCNR) currently operates sixteen (16) user laboratories. The research conducted in these laboratories requires the use of deionized (DI) water. The DI water is used for analytical, biological, or other life science research where it is necessary to have high purity water. To ensure a reliable supply of DI water that meets the needs of our staff and users, the NCNR has leased the deionized mixed media and carbon filter units. These individual units filter and treat the NIST tap water on demand in the laboratory where the water will be used.
B. Scope of Work
The contractor shall provide all labor and materials for maintaining nine (9) existing deionized water systems in the NCNR laboratories:
1. The DI water systems that require maintenance are nine (9) portable service deionized (DI) water systems.
2. The water purity requirements for the two type of systems are given below:
a. The DI water systems provide water with a resistivity up to eighteen (18) megaohms-cm at twenty-five (25) degrees centigrade and a minimum flow rate of three (3) liters per minute.
3. The Contractor shall provide onsite repairs for DI water systems within twenty-four (24) hours from the telephonic request.
4. The contractor shall change out the tanks and filter units three (3) times a year for each of the DI units. NIST’s current configuration for the DI units is as follows:
a. There are seven (7) existing DI systems with the following components: 10” 5 micron pre-filter, 0.25 cf carbon filter, 0.45 cf type 1 mixed bed (2 tanks total), 0.2 micron post filter cartridge.
b. There are two (2) existing DI systems with the following components: 20” 5 micron pre-filter, 1.2 cf carbon filter, 1.2 cf type 1 mixed bed (2 tanks total), 20” 0.2 micron post filter.
Note: Only one of the carbon filter tanks is exchanged during each service visit.
The Government reserves the right to add or remove deionized water systems in building 235 on as need basis over the term of this requirement.
C. Period of Performance and Place of Performance Line Item 001: The service support agreement shall be from October 1, 2018 through September 30, 2019. All maintenance work shall be performed at NIST, Gaithersburg, Maryland.
Line Item 0002: Option Period I: To continue maintenance of nine (9) Deionized water systems for the period of September 1, 2019 through August 30, 2020.
Line Item 0003: Option Period II: To continue maintenance of nine (9) Deionized water systems for the period of September 1, 2020 through August 30, 2021.
Line Item 0004: Option Period III: To continue maintenance of nine (9) Deionized water systems for the period of September 1, 2021 through August 30, 2022.
Line Item 0005: Option Period IV: To continue maintenance of nine (9) Deionized water systems for the period of September 1, 2022 through August 30, 2023.

Acceptance of Terms and Conditions (Addendum to FAR 52.212-1(b) (11)):
If the contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:” [Contractor shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the contractor to identify in their quotation any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the Contractor’s acceptance of the Government’s terms and conditions for inclusion into the resultant purchase order.
Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the proposed price. However, the terms and conditions stated herein will be included in any resultant purchase order, not the terms and conditions of the Offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation. (End of provision)
Evaluation Factors:
Award will be made to the offeror whose quotation offers lowest priced, technically acceptable quotation.
Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation.
NIST will evaluate whether the offeror has demonstrated that its proposed equipment and service meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not.
Experience and Past Performance:
Past Performance: The Government will evaluate the Offeror's past performance information and, if appropriate, its proposed subcontractors' past performance to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past three years. In assessing the offeror's past performance, NIST will evaluate the quality and timeliness of delivery of goods and/or services, effective management (including management of subcontractors if appropriate), level of communication between the contracting parties, ability to control cost, and customer satisfaction. The Government will evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information in evaluating the Offeror's past performance. The Government will assign a neutral rating if the offeror has no relevant past performance information.
Experience:
NIST will evaluate the extent to which the offeror’s proposal demonstrates experience in successfully completing at least three (3) projects that involved deionized water system maintenance.
Price: The Government will evaluate price for reasonableness.
Past Performance, Experience, and Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor.
