STATEMENT OF WORK
NIST Mass Spectral Libraries Technical Services
I. BACKGROUND
The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) in Gaithersburg, Maryland is responsible for the development of chemical databases to accomplish NIST’s mission to carry out collection, compilation, critical evaluation, publication and sale of standard reference data in accordance with Public Law 90-396. 90th Congress, H.R. 6279, July 11, 1968. The chemical databases provide standard reference data for laboratories, both within NIST and to the worldwide scientific community. The Mass Spectrometry Data Center (MSDC), a component of the BMD, is responsible for the development of the NIST/NIH/EPA Mass Spectral Library as well as the Tandem Mass Spectral Library (“The Libraries”, https://chemdata.nist.gov/dokuwiki/doku.php?id=chemdata:start).
II. OBJECTIVES/PURPOSE
The Contractor is to provide a range of long-term technical assistance to the MSDC for the Libraries.
III. SPECIFIC REQUIREMENTS
General: The contractor shall develop and maintain activities aimed at serving the needs of the broad community of users of the Libraries. These users include instrument manufacturers and software firms that incorporate the Libraries and the Automated Mass Spectral Deconvolution & Identification System (AMDIS) into their products, as well as analytical chemists who rely on the Libraries as an aid to the identification of chemical compounds using mass spectrometry.
Task : The contractor shall carry out technical functions designed to better serve the library users and assist NIST in solving specific problems with customers. Activities will include the following: (1) Participation in end user/distributor group workshops and Library demonstrations at large conferences where the contractor shall design and present appropriate presentations for different groups of users; (2) Preparation of documentation for database updates. After approval by the TPOC, the document shall be submitted to the NIST Editorial Review System (WERB) as needed and all other appropriate approvals for distribution obtained.
Task 2: The contractor shall carry out a study to determine, for each distributor, each year, the following: (1) Technical details of how the Libraries are used and distributed; (2) Technical areas where NIST can better satisfy the needs of Library distributors; (3) Areas where closer cooperation is desirable (including a possible cooperative research and development agreement). In addition, the contractor shall report on distributors’ recommendations for changes in the Libraries or MSDC activities, and prepare technical material about the Libraries for distributors to distribute to end users. After approval by the TPOC, such documents shall be submitted for WERB approval as needed and all other appropriate approvals will be obtained for distribution.
Task 3: The Contractor shall research and provide recommendations on the development of methods for using the Libraries with commercial data systems – interfacing the MSSearch software to commercial instruments. The contractor shall:
(1) Determine all instruments and data systems that can access the NIST Libraries, learn how these instruments are using and can use the Libraries, and submit reports on this subject monthly.
(2) Determine and report to MSDC on how NIST Libraries software and AMDIS could be modified to improve performance on commercial gas chromatography-mass spectrometry (GC-MS) systems.
(3) Prepare specialized documentation and procedure language programs to assist commercial users of the Library systems to more efficiently use NIST products in their existing systems. This will require the contractor to become familiar with the various data systems provided by distributors and, when necessary, contact distributors for further information concerning the operation of their systems.
Task 4: The contractor shall respond to email inquiries received at massspec@nist.gov requiring technical expertise. In addition, the contractor shall aid MSDC in resolving any violations of the distributor agreement with distributors such as not reporting sales.
IV. PLACE OF PERFORMANCE
All services shall be performed at the contractors’ site.
V. PERIOD OF PERFORMANCE
The anticipated Period of Performance shall be:
Base Year - 24 September 2018 – 23 September 2019 Option Year One - 24 September 2019 – 23 September 2020 Option Year Two - 24 September 2020 – 23 September 2021 Option Year Three – 24 September 2021 – 24 September 2022 Option Year Four – 24 September 2022 – 24 September 2023
VI. GOVERNMENT FURNISHED PROPERTY
Any property, data and/or information provided by the Government during the performance of this task order remains the property of the Government and shall be surrendered to the Government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government.
Upon the award of this requirement, NIST will provide to the contractor advance copies of all releases of the NIST MS database software and data for review by the contractor at least 30 days prior to release to the public so that the contractor can be prepared to respond to questions.
VII. DELIVERABLES
The contractor shall provide monthly progress reports to the TPOC via e-mail every second Tuesday of the month. The report shall include details of the prior period’s activities, status of development and scheduled performance, and/or any problems, issues or risks identified during this period. It should also detail any resolution on previously identified problems, issues and/or risks.
