Offeror Questions and Government Responses May 3, 2018

Question 1: The first page of the statement of work references dry ice. I did not note the requirement quantity for dry ice. Please provide the amount?

Response: The reference to dry ice in our statement of work was an oversight. We will not be purchasing dry ice as part of this contract.

Question 2: On blend tolerance in column E, can you please verify what is meant by the tolerance, if it is blend or analytical, and what then is the requirement. The question is in reference to the blend and analytical tolerances of our most common "certified" standard. Plus or minus 5% for the blend tolerance and 2% for the analytical. We believe this is what NIST's requirement is, but would like to verify.

Response: Yes, this is NIST’s requirement. Specifically, the blend tolerance can be plus or minus 5% and the analytical can be plus or minus 2%.

Question 3: In column B where the grade is listed, is replacing the term “Research” with the term “Certified” acceptable?

Response: Either term can be used. What is important to NIST is the minimum purity (column D). It would be fine to replace “Research” with “Certified” as long the minimum purity is met.

Question 4: Are there NIST part numbers by gas? In other words, does NIST use their own part numbers, and if so, how does the AOO place the order, with a NIST part number or with the supplier part number?

Response: NIST does not have part numbers. The vendor may propose to use its own.

Question 5: Request descriptions on the following gases:

a) CO2:N2:He LASER MIX

b) 248 nm EXCIMER LASER GAS "MIX95 S-16-2000"

c) 198 nm EXCIMER LASER GAS"MIX88 S-16-2000"

Response:

a) 76% He, 12% N2 and 12% CO2

b) The requirement for 248 nm EXCIMER LASER GAS "MIX95 S-16-2000" is:

Gas Percentage, % F2 0.13 He 2.48 Kr 3.59 Ne 93.8

c) The label should read 193nm, not 198. The requirement for 193nm EXCIMER LASER GAS"MIX88 S-16- 2000 is:

Gas Percentage, % F2 0.2 He 3.74 Ar 7.58 Ne 88.48

Question 6: On line 93 of the Attachment _IV_ Gas_Price_List, we would like to clarify that NIST is requesting .5% Air Balanced Helium, and not .5% Helium Balanced Air.

Response: Yes, NIST is requesting what is specified. NIST needs to calibrate instruments based on helium with well controlled small amounts of air. Cylinders are marked as being certified

Question 7: On line 94 of the Attachment _IV_ Gas_Price_List, we would like to clarify that NIST is requesting 5% Air Balanced Helium, and not 5% Helium Balanced Air.

Response: Yes, NIST is requesting what is specified. NIST needs to calibrate instruments based on helium with well controlled small amounts of air. Cylinders are marked as being certified

Question 8: On line 95 of the Attachment _IV_ Gas_Price_List, we would like to clarify what percentages of CO2/N2/He you will need to see produced in that Laser mix.

Response: 76% He, 12% N2 and 12% CO2
