About this file
This is Amendment 0001 to Solicitation 1333MK26Q0074, issued by OMAO Field Delegates on June 2, 2026, with an effective date of June 2, 2026. The amendment revises the quotation submission requirements, evaluation criteria, question submission deadline, and quotation due date for vessel husbandry and port services.
The solicitation requires offerors to provide a Technical Approach Narrative not exceeding one page that describes the proposed approach for successfully performing services under CLINs 0001 through 0003. The narrative must address the offeror's approach for coordinating and managing required services; identification of proposed subcontractors, service providers, disposal facilities, and local resources; approach for providing waste oil, oily waste, wastewater collection, hauling, and disposal services at required port locations; process for coordinating vessel schedules, service requests, and arrival/departure dates with local service providers; and contingency plans should proposed service providers become unavailable. The Government will award a firm fixed price contract based on best value using four equally weighted evaluation factors: Technical Approach, Experience/Past Performance, Availability, and Price. Questions must be submitted in writing to Alexander.Cancela@noaa.gov by June 5, 2026, at 12:00 PM Eastern Time, with telephone inquiries not accepted. All quotations must be submitted via email to the same address no later than June 8, 2026, at 12:00 PM Eastern Time, with the contractor responsible for requesting confirmation of email receipt.
