Answers to Questions from Interested Vendors:
Q1. Is the Ship calling under Diplomatic clearance or not?
A1. RHB will have diplomatic clearance for its upcoming Cape Town port call.
Additional Information:
The V&A waterfront is the preferred berthing accommodation in Cape Town, however if pier shifts are required to berth in this location, then a commercial pier is the preferred option. The most important consideration for pier assignment is one that will not require shifting throughout the duration of the ship’s time in Cape Town. Vendor Shall confirm whether the ship be required to shift piers at any time during the duration of the stay, once it is tied to the pier,.
Q2. Is this the first time the vessel has been on this port (Cape Town) South Africa?
A2. No, the ship last made a port call in Cape Town, South Africa in March 2020. The vessel has also made several port calls in South Africa throughout its service life.
Q3. Is it possible to know whether the vessel will be berthing at a V&A Waterfront berth?
A3. It is unlikely that the vessel will berth at the V&A Waterfront as this berth requires the vessel to berth at another pier and then shift to the V&A Waterfront. The most important consideration for pier assignment is one that will not require shifting throughout the duration of the ship’s time in Cape Town. Vendor Shall confirm whether the ship be required to shift piers at any time during the duration of the stay, once it is tied to the pier.
Q4. As per the Port Authority, pre berthing Covid tests are compulsory. They are priced per person. Can you tell me how many people are in the ship's crew?
A4.If this is the case vendor shall also include the Compulsory COVID Test quote for 60 personnel.
Q5. In the event Mobile DelVac 1300 Super 15W40 lube oil is not available does the following lube oil meet the requirements or is there a preference?
A5. If Mobile DelVac 1300 Super 15W40 is not available then Mobilgard HSD 15W40 is the alternate (NO EXCEPTIONS).
Q6. What are the estimated dimensions for cargo? SOW states - Up to 8 separate deliveries of multiple Air Freight boxes/parcels/mail.
A6. For quoting purposes plan on standard size pallets (48" x 40" x 48").
Q7. For the linen services, what are the quantity and types?
A7. Approximately 200-500 lbs (90-227 kg) of sheets, pillowcases, comforters, blankets, and towels. Please quote for 500 lbs or 227 kg.
Q8. SOW states that the Period of Performance is 14 days (21 December 2021 – 05 January 2022), it is necessary to consider the first and last day. Therefore, the performance period is 16 days, both for berthing and for the rest of the services.
A8. All vendors shall quote for 16 days.
Q9. CLIN 0005 Procurement and delivery of miscellaneous parts and supplies only if needed and available, do we need to provide a quotation for these items?
A9 NO, we only asked to provide a quote for: Any associated fees regarding Procurement and delivery of miscellaneous parts and supplies shall be provided upfront at solicitation and explained. (One example of associated fees may be delivery fees if any). Agency fee shall not collect any mark up, additional commissions under this CLIN. **
PAGE 4 OF 12 1333MK22QNMAN00010001
Q10. Paragraph 3 “Period of Performance and Place of Performance” (Page 4 out of 41) currently states that: “Contract may be cancelled by KO without penalty due to unusual/unplanned operational requirements (adrift buoy retrieval, science gear failure, etc), medical evacuations, hazardous weather avoidance, or other such unplanned diversions from RB’s intended route. KO will provide notice of any changes at least 24 hours in advance”. Please note that in the husbanding sector, where port equipment and other means must be booked and mobilized well in advance respect to the ETA of the Vessel, cancellation fees normally do not apply if the cancellation notice arrives 48 hours in advance respect to the estimated time of the beginning of the service. Please, be so kind to evaluate the possibility to replace the 24 hours limit with 48 hours, in order to read: “no cancellation fees/penalties can be asked by the Contractor in case the cancellation of the port visit, or of one of the ordered services, is notified at least 48 hours in advance”.
A10. We see no issue with changing the cancellation notice limit to 48 hours. The vessel will make every effort to inform the ship's agent of scheduling changes as far in advance as possible.
Q11. Is it possible to know the length of the Ship’s brow, in order to evaluate whether it is sufficient or not?
A11. The vessel brow is 23 feet (7 meters) long.
Q12. For all services, the unit of measure “DAY” has to be considered as “Calendar Day” or as “consecutive period of 24 hours”?
A12. For quoting purposes and the arrangement of services, a DAY should be considered as a Calendar Day.
Q13. Can you confirm that the entire port visit will be performed under Diplomatic Clearance?
A13. Yes, the entire port visit be covered under Diplomatic Clearance.
Q14. Can you explain better what do you mean by “Support/liaison services to assure clearance within 1-3 hours of arrival” at “Customs and Immigration support” line item?
Does it means, perhaps, that the Contractor must guarantee that clearance of an incoming/departing good or pax is to be accomplished within maximum 3 hours, whatever is the specific status of the good/pax? If this is the case, please note that a Maritime Agent can indeed assist in this process but cannot change the Customs/Immigration local procedures, thus cannot ensure that the contractual timing is respected at all times and for all specific situations.
A14. It is expected that the agent will make arrangements for the arrival of Customs and Immigration Services for clearance of ship's personnel within that time frame (1-3 hours) upon the ship's arrival. In the case of shipment of goods, this time frame for clearance may not apply, however it is expected that the agent will provide constant support and daily updates with the clearance of shipments through customs and immigration.
Q15. In order to provide the detailed and itemized costs that has to be attached to the Offer Package, can you provide the bidders with a spreadsheet in excel?
A15. NO, Vendor need to follow the Statement of need /work and provide their own excel format/ PDF itemizing their quotes/ pricing.
Q16. While for ITEMS 0001, 0002 and 0003 it is very clear what the Bidder has to write on the Schedule (at pages 10 and 11 out of 41), it is not clear what the Bidder has to write for ITEMS 0004 (Food Stores), 0005 (Miscellaneous Supplies) and 0006 (Optional Services), because these services are not specified and quantified at the time of the RFQ. Please, be so kind to explain what we should write for those three ITEMS at pages 11 and 12 out of 41.
PAGE 5 OF 12 1333MK22QNMAN00010001
A16. For CLIN 0004 Food Stores self-explanatory: The Government is planning to purchase Groceries for the ship i.e. meats, can products, produce (fruits and vegetables) etc., we are planning to allocate X amount of funding under this CLIN. If there are any fees associated with the Groceries food placements i.e. delivery fee, then provide us with that fee upfront. We do not pay any markup amount or additional agency fee as we already requesting a quote under CLIN 0003 Husbandry Agency Fees. Same goes for CLIN 0005. If there are any fees associated with misc. supplies and parts. For CLIN 0006 Optional Services, any quotes previously provided, the pricing for the product/ service will be used through the entire life of the contract. Example Sewage service 3000 Gal= $2,000 US. If later found that we need an additional sewage pump out (3000 gals) then we expect to pay the same price.
Q17. For Certifications and Representations (from page 13 to 41 out of 41), can we attach to the Offer Package only the pages where an entry is required/has been made, instead of attaching the whole block of 29 pages?
A17. REPS and CERTS will be pulled from the vendors SAM Registration. Quoters must be registered in the SAM database to be considered for award and must be up to date.
Registration is Free and can be completed online at http://www.SAM.gov/.
