Henry B. Bigelow Hand-Held Radio System

1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and

2. Description of supplies or services required to meet agency needs (including the estimated value).

Motorola Solutions Chicago, IL

3. Identification of the limited source(s) to be solicited.

Any distributor of Motorola hand-held radio systems

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

□ Brand Name – This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. The ship currently has a radio backbone that supports Motorola products. The ship’s current radio system is Motorola and in order to ensure compatibility with new radio system equipment and existing radio system equipment, Motorola must be the brand selected. Additionally, Motorola radios provide the intrinsically safe and explosion proof capabilities required to operate aboard NOAA research platforms.

□ Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement. The ship currently has a radio backbone that supports Motorola products. The ship’s current radio system is Motorola and in order to ensure compatibility with new radio system equipment and existing radio system equipment, Motorola must be the brand selected.

5. Market Research

Motorola and iCom have been reviewed and Motorola provides the required components and compatibility required. Additionally, a price sheet provided by Motorola was utilized for the government estimate.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
