About this file
This is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) and accompanying Vendor Questions and Answers document for a Hazardous Waste Services contract solicitation numbered 1333MJ26Q0044.
The amendment updates the Performance Work Statement and evaluation criteria for services to be performed by the contractor at an NOAA facility (AOML - Atlantic Oceanographic and Meteorological Laboratory). The base period of performance runs from September 1, 2026, through August 31, 2027, with two optional one-year periods available (Option 1: 09/01/2027-08/31/2028; Option 2: 09/01/2028-08/31/2029). Offerors must provide pricing for all three CLINs (0001, 1001, and 2001) representing the base year and two option years on a monthly rate basis. The evaluation focuses on four factors: Technical Approach (describing task performance and staffing plans for security processing), Corporate Experience (familiarity with NOAA systems), Past Performance (up to five relevant contracts from the past five years with specific details including contract numbers, types, costs, annual dollar amounts, requirement descriptions, and points of contact), and Price. Key service requirements include quarterly site visits for hazardous waste collection (with emergency response within 3 business days), waste categorization and profiling, provision and replenishment of 55-gallon drums, and contractor compliance with SASH training within 30 days of contract start. The contractor shall anticipate approximately two emergency/unscheduled visits annually and drum replenishment of 1-2 used oil drums and 3 chemical waste drums per quarter. FAR 52.219-14 Limitations on Subcontracting does not apply to this acquisition.

Vendor Questions and Answers Solicitation: Hazardous Waste Services
Question 1 [FAR 52.219-14]:
Please confirm whether FAR 52.219-14, Limitations on Subcontracting, applies to this acquisition.
Government Response:
No, this clause does not apply.
Question 2 [Page 59 (CLIN Pricing)]:
Page 59 instructs offerors to enter the monthly rate for services under CLIN 0001. Please confirm whether offerors should also provide separate monthly pricing for Option CLINs 1001 and 2001, or whether only CLIN 0001 is required at the time of quotation.
Government Response:
Yes, pricing for all CLINs 0001, 1001, and 2001 is required.
Question 3 [SF 1449 (Option Periods)]:
The SF 1449 identifies Option 2 as CLIN 2001, while other solicitation language references additional option periods. Please confirm that CLIN 2001 is the correct designation for Option 2 and that this acquisition consists of the base year plus two option years.
Government Response:
Option 2 is CLIN 2001. Option(s) 3 and 4 do not exist. CAR 1352.270-70 Period of performance is corrected.
Question 4 [PWS Section 5]:
The estimated annual quantities for "Lithium metal/ion batteries" and "Lead acid batteries" are listed only as "pounds" without any accompanying numerical values. To allow for an accurate and compliant pricing proposal, could the Government provide the estimated annual weight (in pounds) or historical quantities for these battery waste streams?
Government Response:
Waste batteries are kept in separate 18 BUSHEL plastic bins of which will be full for disposal. There is a mix of different sizes from approximately AAA to group 24.
Question 5 [PWS Section 4.1]:
The PWS states that the contractor shall visit the site no less than quarterly, but that "AOML also can contact the contractor for earlier service if required." Since CLIN 0001 is a flat monthly rate, please clarify if these unscheduled/emergency visits are to be bundled within the baseline monthly rate, or billed separately. If bundled, is there a maximum cap on off-cycle visits per year?
Government Response:
The price would be included. The earlier service would be for unforeseen accumulation of a waste from an experiment, research trip, spill containment etc. We should anticipate up to 2 per year. This also covers the event that we run out of space in some of our accumulation containers early which we try to anticipate at quarterly.
Question 6 [PWS Section 4.1]:
The PWS permits the Government to request "earlier service if required," but does not define a mobilization or response window. Could the Government clarify the required response time (e.g., 24 hours, 48 hours, or 5 business days) once an early service visit is requested?
Government Response:
Response time would be within 3 business days
Question 7 [PWS Section 6]:
The PWS requires supplying three 55-gallon poly chemical barrels and one 55-gallon poly waste oil barrel at start, with "replenishment as needed." Are replacement drums fully amortized within the flat monthly CLIN 0001 rate, or billed on an individual unit basis upon delivery? If bundled, what is the historical annual replenishment rate?
Government Response:
The drums must be included in the pricing. Historically there is 1-2 drums for used oil per year. There are 3 drums per quarter to be used for waste streams and replenished each quarterly visit.
Question 8 [PWS Section 4.2]:
The PWS requires the contractor to "categorize all waste material" and "accurately identify and categorize all waste streams." Does the Government maintain complete safety data sheets (SDS) and chemical profiles for all accumulated chemical wastes, or should the contractor price on-site sampling and chemical analysis for "unknown" substances?
Government Response:
Though we have a RCRA certified person onsite, they will only be signing manifests for the contractor. We expect the contractor to create the profiles, labels, packaging etc for the waste based on our labeling, identification, and/or sds sheets. Rarely is there an unknown substance but some of our waste streams do have to be tested for pH and also identify the correct method for disposal.
Question 9 [Section 3 / CAR 1352.270-70(a)]:
Section 3 (CLIN 0001) indicates a PoP start date of September 1, 2026. However, CAR clause 1352.270-70(a) lists the base period dates as blank. Please confirm if September 1, 2026, is the firm scheduled start date for contract performance.
Government Response:
Yes, that is the listed performance start date
Question 10 [NOAA Clause 1330-52.222-70(b)(6)]:
The clause contains a blank space regarding the timeframe for initial SASH training completion: "The initial training shall be completed within [ ] business days". Please confirm if the standard thirty (30) business days timeframe applies.
Government Response:
Yes, from the start date the contractor has 30 days to complete and submit proof of completion to the COR.
