About this file
This is a Statement of Need for the procurement of scrap railroad wheels to be used as anchors for oceanographic moorings at the Pacific Marine Environmental Laboratory (PMEL). The PMEL, a division of the National Oceanic and Atmospheric Administration under the Department of Commerce, requires two types of scrap railroad wheels with axles pressed out: Type C wheels weighing 710 pounds (±30 pounds) with a minimum hole diameter of 8.25 inches and outer diameter of 34 inches or less (28 units required), and Type B wheels weighing 840 pounds (±30 pounds) with a minimum hole diameter of 8.25 inches and outer diameter of 34-38 inches (39 units required). These wheels serve as critical components of the anchoring systems for various oceanographic mooring programs, including Surface Water and Ocean Topography moorings, Eco-FOCI moorings, AURAL moorings, and Noise Reference moorings.
The solicitation (RFQ 1333MJ26Q0027) is a small business set-aside with a NAICS code of 336510 and a size standard of 1500 employees. All materials must comply with Buy American requirements, with vendors required to provide verification of country of manufacture. Delivery is required by August 24, 2026, FOB Destination to PMEL at 7600 Sand Point Way NE, Seattle, Washington 98115. The Government intends to award a fixed-price purchase order on an all-or-none basis with Net 30 payment terms to the lowest-priced, technically acceptable bidder.

The anchors are used to moor oceanographic Surface Water and Ocean Topography moorings, Eco-FOCI moorings, AURAL moorings, Noise Reference moorings and almost all other PMEL moorings. PMEL has been a leader in oceanographic mooring for scientific research for 50 years and these moored oceanographic platform and moorings are a huge part of the lab’s success.
BACKGROUND:
There are several programs at PMEL that have been ongoing for many years a well as several newer programs that rely on anchoring moored systems. The RR Wheels are a vital part of that anchoring system.
