About this file

This document is a Single Source Determination form for a NOAA contract with Bella Coola Air, LTD to perform atmospheric air sampling. The requirement involves using a Global Monitoring Laboratory (GML) small aircraft-based atmospheric air collection system with meteorological instruments for research flights at the GML Global Greenhouse Gas Reference Network sites in Estevan Point, BC Canada. The total estimated contract value is $58,302.00, including all options, and will be awarded as a firm fixed-price contract.

NOAA determined Bella Coola Air, LTD is the sole qualified vendor through extensive market research, including searches of GSA, UNICOR, and Source America. The vendor has been conducting these research flights since 2010 and has the necessary aircraft, pilot qualifications, and technical expertise. The government emphasizes the critical nature of maintaining continuous, long-term atmospheric measurement records without significant interruption, which requires a technically competent and consistent local collaborator. The contract aims to ensure the continued integrity of scientific measurement time series across approximately 80 global atmospheric measurement sites.

SINGLE SOURCE DETERMINATION USING

SIMPLIFIED ACQUISITION PROCEDURES (SAP)

FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD

(AUTHORITY: FAR 13.106-1(b)(1))

REQUISITION NUMBER 145034-25-0080

1. Agency and contracting activity.

Department of Commerce, NOAA Acquisition and Grants Office (AGO), Western Acquisition Division and NOAA Global Monitoring Laboratory

2. Description of supplies or services required to meet agency needs (including the estimated value).

The requirement is to carry out atmospheric air sampling using a GML small aircraft based atmospheric air collection system and associated meteorological instruments from the vendor’s aircraft. Flights are expected at the GML Global Greenhouse Gas Reference Network sites in Estevan Point, BC Canada. The Government intends to award a firm fixed price contract with a total estimated value of $58,302.00, including all options.

3. Identification of the single source or the brand name to be solicited.

Bella Coola Air, LTD Cage: L0LW2 17-2000 Jubilee Pkwy Campbell River, BC V9H 1T5 Canada info@flybcair.com

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

Compatibility to existing systems or equipment - The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems or equipment and the source is uniquely qualified to meet the requirement.

Bella Coola Air, LTD has been successfully carrying out these research flights since 2010. Bella Coola Air, LTD has the aircraft, pilot qualifications, certifications, and required technical and flight expertise to carry out these research flights. Bella Coola Air, LTD has the proven capability to provide the deliverables as outlined in the accompanying Performance Work Statement, and to maintain the measurement time series from these small aircraft sites. Bella Coola Air, LTD has modified aircraft as necessary (and obtained any required Federal Aviation Administration approvals) to install and operate Government instrumentation and equipment as required for these research flights. To meet NOAA’s scientific program requirements, the Government must maintain this measurement time series. The continued partnership with Bella Coola Air, LTD will ensure this requirement is met.

145034-25-0080

The Government operates approximately 80 long-term atmospheric measurement sites around the globe, and in order to meet the needs of the Government scientific programmatic requirements it is important that the air sample and measurement records that we collect are continued regularly, without significant breaks in the time series. The technical competence of our local collaborators, and their careful attention to detail when dealing with our instrumentation and equipment is critical to maintaining this long-term data record (over many years to decades). The Government cannot risk compromising the long-term integrity of these research-grade measurement time series. The reliable, long-term technical support from our local collaborators is essential to meeting the scientific programmatic requirements.

A time series over many years is required for our high-quality measurement product. To ensure the quality of the measurement record of all of our network sites, it is critical to have the consistent collaboration of qualified partners, while also being cognizant of the eventual possible need of finding qualified replacements.

5. Market Research.

In an effort to locate further sources, the Government conducted market research that included searching GSA, UNICOR, and Source America.

For each aircraft sampling location, the Government, using publicly available information provided by the Federal Aviation Administration, Department of Interior, Aircraft Owners and Pilots Association, and other sources, identified and carried out a vendor-by-vendor search for capable and willing aircraft operators within a reasonable (typically a maximum of ~1 hour) flying distance of each sampling location. Bella Coola Air, LTD was found to be the only operator available that could meet the technical requirements for these Iowa and Illinois flights.

6. Technical/Requirements Representative Certification

I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
