About this file
This document is a Single Source Determination form for a simplified acquisition using Federal Acquisition Regulation (FAR) procedures. The Department of Commerce's Global Monitoring Laboratory (GML) requires support for atmospheric research at the University of Colorado Institute of Arctic and Alpine Research Mountain Research Station (CU MRS), including collection of atmospheric air samples, preparation of air calibration reference cylinders, transportation of research packages and flasks, and maintenance of scientific equipment. The government anticipates issuing a firm fixed price purchase order to the Regents of the University of Colorado, with an estimated value of $60,000.00.
The justification for the single-source procurement is based on CU MRS's long-standing research collaboration with GML, dating back to 1967, and its exclusive access to the scientific observatory. Market research confirmed that no other institutions can conduct scientific measurements at the site without CU's approval. The document includes certifications from a Physical Scientist and the Contracting Officer affirming that the University of Colorado is the only capable source for these specialized atmospheric research support services.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
Requisition Number 145034-25-0056
1. Agency and contracting activity.
Department of Commerce, Global Monitoring Laboratory (GML)
2. Description of supplies or services required to meet agency needs (including the estimated value).
The Global Monitoring Laboratory requires support for the continued collection of atmospheric air samples, assistance in the preparation of air calibration reference cylinders, transportation of Programmable Flask Packages and other air flasks at the University of Colorado Institute of Arctic and Alpine Research Mountain Research Station (CU MRS), as well as transportation of supplies and regular checks and minor maintenance of a Gas Chromatograph at the CU MRS.
The Government anticipates issuing a firm fixed price purchase order with an estimated value of $60,000.00.
3. Identification of the single source or the brand name to be solicited.
Regents of the University of Colorado, Office of Contracts and Grants 3100 Marine Street, 572 UCB Boulder, CO 80309-0572 CONTACT: Marisa Seitz Marisa.Seitz@colorado.edu
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Other - Only one source is capable
The CU MRS has an established research collaboration with GMD and has been successfully coordinating and managing this GMD atmospheric air sample collection program starting in 1967. CU owns and operates the scientific observatory where these atmospheric research programs must take place. The CU MRS is the only source with access to the site, as well as the personnel in place to provide the continuation of the long-term measurement time series, as well as the continuation of the calibration reference cylinder preparation and filling program. To meet NOAA’s scientific program requirements GMD must maintain these long-term measurement time series.
5. Market Research.
The Government performed market research through speaking to experts, internet searches, and interviews with the site personnel. All market research indicated that no other institutions may make scientific measurements at the observatory without the approval of CU.

6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination
I hereby determine that the circumstances of this action deem only one source is reasonably available.
This determination is accurate and complete to the best of my knowledge and belief.
