About this file
This is a Questions and Answers document for federal contract opportunity 142040-26-0050, concerning UPS Battery Replacements for five National Weather Service (NWS) offices. The document provides clarifications on existing battery systems and site conditions for the replacement project.
The existing battery systems are located at five NWS facilities: Elko, Pendleton, Spokane, Eureka, and Las Vegas. All batteries are Eaton PWHR series units (PWHR1234W2FR at four locations and PWHR1227W2FR at Las Vegas) that came as original equipment from the Eaton factory. Battery quantities range from 108 to 160 units per location, organized into either 3 or 4 strings. The Las Vegas location has 4 strings with 160 batteries, while the other four locations have 3 strings each with quantities of 108 to 120 batteries. Date codes range from October 2021 to March 2022. Regarding logistics and site conditions, all UPS systems are located on the first floor with exterior doors providing direct access to the UPS rooms. Each site has parking available near the facility entrance with an average walkway distance of approximately 30 feet from parking to the UPS room. A ramp is available at each location to facilitate movement of batteries over the exterior door threshold. There are no receiving docks, forklifts, or pallet jacks available at any location. NOAA staff will not stage or move batteries; the contractor must arrange for battery delivery to coincide with work schedules and is responsible for all battery handling and removal from the facilities.

Photographs from one of the sites is below. No other site photos available.
Q3: Does each location have a receiving dock and/or forklift, or are there any special delivery restrictions/requirements (like short truck or liftgate)?
R3: No dock or forklift. The contractor is responsible for receiving the batteries.
Q4: Will NOAA staff move the new batteries from the receiving area and stage them near the UPS System(s)?
R4: No. Arrange for the batteries to arrive when the work is being done.
Q5: How far from the entrance/exit (where we will be removing the old batteries out of the facility) can we park our truck(s)?
R5: Yes. Parking is available. There is an exterior door that opens right into the UPS room. A walkway connects the parking lot to this door.
Q6. How far is the UPS System(s) from where the new batteries will be located when we arrive onsite?
R6: The walkway distance varies at each site. Average is around 30 feet.

Q11: How many strings of batteries are installed in each UPS?
R11: All sites have 3 strings with the exception of Las Vegas which has 4.
Q12: Are there any external battery cabinets connected to the systems? If so, how many battery cabinets are connected to each UPS and how many strings?
R12: Only one battery cabinet is connected to the UPS at each site.
