iii. NWS anticipates the loading/refilling duties to be performed on a ten day basis and rotating hydrogen gas supplies to be performed on a 21 day basis to coincide with regularly scheduled loading/refilling duties.
NWS anticipates a total of two to three hours will be required on a 10 day service interval basis.
The planned visit should not be performed during the twice daily synoptic observation windows for the site. Daily synoptic observation windows are 1000 to 1400 and 2200 to 0200 Universal Coordinated Time.
The fixed schedule will be provided to the contractor upon award of the contract. If a planned change in the schedule is necessary, the contractor will be provided ten days advance notice. This notice does not include unforeseen conditions that may affect site access, in which case notice will be provided as soon as possible.
iv. The Contractor shall furnish the NWS with a weekly inventory report of all supplies on hand by completing the electronic WS Form B-85, Radiosonde Inventory by the fifth day of each month. The reporting may be completed on the nearest site visit before the fifth day of the month. The report may be generated up to nine days prior to the fifth of the month. The B-85 is maintained on the NWS MIRS Management Informational Retrieval System. The remaining national expendables shall be ordered in the same manner as the local expendables. If any supplies on hand are reduced to a twenty (20) day supply, the Contractor shall immediately notify the supporting WFO.
The contractor shall complete the electronic WS Form H6, Report of Defective Radiosondes and Batteries on a quarterly basis between the third and thirteenth day after the end of the quarter, which should allow for the report to be completed during a normal site visit. The H-6 is maintained on the NWS MIRS Management Informational Retrieval System. A radiosonde that will not baseline or has been deemed defective by the site operator shall be retained for a government representative.
v. In the event that the contractor discovers the AROS system in a state that requires corrective maintenance, the contractor is to contact the supporting WFO. This includes discovery of a leak in the hydrogen system. If the contractor discovers depleted hydrogen, the contractor shall notify the supporting WFO immediately.
vi. METHANE TESTING AT THE OAKLAND SITE
The Oakland performance site requires special AROS methane level testing and monitoring.
Begin each site visit by opening the storage facility. Upon entry to the facility, check the methane monitoring device for methane level exposure. If the device indicates safe levels proceed with the device test. First unplug the device from the outlet and verify the device will
PAGE 12 OF 35 1333MH23QNWWT0025
1333MH23QNWWT0025 6
remain powered up on the batteries. Return the device to the outlet. Next press and hold the test button until the audible alarm is heard. The alarm is extremely loud, during the alarm test evacuate the area until the alarm has sounded and shuts off. Once the test is completed in the storage facility, proceed to the AROS structure/facility. Performed the same tests here as they were performed in the storage facility.
Upon completion of both tests, document completion of the tests on the log maintained in the AROS structure/facility. If either test fails, notify the office.
Upon entry to either shelter if the monitor device is in an alarm state or if acceptable levels of methane have been exceeded, evacuate the area immediately, ensuring the door remains open.
Move a safe distance away from the facility approximately 10 yards up wind. Remain at a safe distance for approximately 10 minutes and return to the facility and check the monitoring device again. If either of facility fails to return to safe methane levels, evacuate from the site and notify the local fire department immediately.
Notify the office.
If at any time while on site the monitor device should alarm follow the above procedures.
An example of the Methane level log and the applicable user manuals as well as the permit conditions is maintained in the shared folder Oakland Methane6.
