1. Re: Statement Of Need # 2 Objective paragraph: Please, clarify bi-weekly basis for this contract. Cylinders will be restocked/ delivered occurring every two weeks or twice a week? Every two weeks
2. Are there height limits for cylinders? Maximum height? I don't have the exact maximum height measurement, but the cylinders cannot be taller than a standard T size cylinder (55", excluding the cap).
3. Who is the incumbent? Veteran Chemicals
4. Current cylinders hold how many CF of hydrogen, in each cylinder? 195 CF
5. What are the maximum CF capacity that a current cylinder may hold? (Cylinder provided by incumbent) This information is not available.
6. Deliveries may be done on weekdays/ and or on weekends? Deliveries are preferred to be made on weekdays during regular business hours, however this can be flexible to outside of regular business hours if necessary. The actual delivery schedule is to be arranged between the requiring office and the awarded contractor after award. If the pricing is different depending on the schedule, please provide the different pricing accordingly.
7. For quote and planning purposes, what are the delivery time frames acceptable for this facility (Mornings, afternoons, and or nights)? This is to be coordinated between the requiring office and the awarded contractor after award. We do it this way so that we can remain flexible with deliveries, knowing that different suppliers have different delivery schedules when it's most convenient for them to deliver to our site.
8. Any preference for delivery days/ times? This is to be coordinated between the requiring office and the awarded contractor after award.
9. How often are extra balloons launched, once a week/ once a month? As needed. These are unplanned events that cannot be predicted in advance.
10. Are extra balloons launched more during a specific weather season, ex. winter, summer, etc..? No.
11. For quote and planning purposes, how many extra balloons were launched in the past 4/5 years? This information is not available.
12. Are there any truck size restrictions due to height clearance, or facility's parking, or load/unload area? There is no height clearance restriction. See attached Aerial Image.
13. Are there any other facility structure restrictions to keep in mind for deliveries? There are buildings on the property. See attached Aerial Image.
14. Confirm if facility wants gas cylinders or liquid cylinders? Gas, not liquid.
15. Is there a loading dock in the loading/unloading area, if yes what is the dock height? There is not a dock.
16. For quote and planning purposes, in the past 4 or 5 years how many extra deliveries were needed to supply extra Hydrogen? This information is not available.
17. What were the cubic feet of Hydrogen grand total amounts delivered per year for the last 4 or 5 option years of current contract? This information is not available.
18. Re: Statement Of Need, Evidence of delivery paragraph and Invoicing paragraph Please clarify if copy of signed receipt shall be attached to the associated invoice on the delivery date? Or if the invoice will be provided after delivery via regular mail, billed monthly in arrears with copies of delivery proof? A copy of the signed receipt for delivery of goods will be left at the delivery point at the time of delivery. The invoice shall be mailed to the address provided and shall include a copy of the associated receipt. Invoices for deliveries can be mailed on a per delivery basis, or on a monthly basis for all deliveries that month, whichever aligns with the supplier's invoicing practices and also results in invoices being sent within 30 days of the delivery occurring. Cylinder rent will be invoiced monthly in arrears, regardless of how frequently the deliveries themselves are invoiced.
19. May invoice and delivery proof be submitted via regular mail only or may it be emailed as well? All invoices and associated documents must be sent by regular mail. The requiring office may permit documents to also be emailed, but if this is permitted, the invoice must be sent to at least two individuals at the requiring office, as identified by the office point of contact. This would be arranged with the office after contract award.
20. Re: Statement Of Need, Requirements, site storage and usage paragraph Sentence: The intent is that we will be replenished to our maximum of 2,990 CF after each completed delivery.
Please, explain in more details; please clarify.
For example, based on calculations using common sized cylinders:
Using 200 (CF cylinders) multiplied by QTY of 15 cylinders (max. # cylinders stored) = 3,000 CF total hydrogen
Using 150 (CF cylinders) multiplied by QTY of 15 cylinders (max. # cylinders stored) = 2,250 CF total hydrogen The requirement is 2,990 CF contained across 15 total cylinders. This means each cylinder must contain 199.33 CF of gaseous hydrogen in order to meet the requirement. It is stated as a maximum because the supply will diminish with use over the two week period. This is not to mean that a lower quantity delivery is acceptable.
21. May a delivery consist of Hydrogen cylinders being different Cubic feet sizes? No. Cylinders must be of a consistent size.
22. May a bi-weekly delivery consist of picking up less than 15 cylinders from the NWS office? Yes, in fact this will normally be the case. If everything operates as intended and deliveries occur every 14 days, we should only need to exchange 9 or 10 cylinders, if each cylinder contained 200 CF (between 1,850 CF and 2,080 CF will be used over 14 days). There would still be 15 cylinders left on site after exchanging the empty cylinders for full cylinders. If delivery and pickup occurs before or after 14 days, the number of cylinders being exchanged may differ.
23. May a bi-weekly delivery consist of delivering less than 15 cylinders to the NWS office? See answer to 22 above.
24. Is the delivery point on a first floor? If not, are there elevators or ramps available? Yes, delivery point is on the first floor, ground level.
25. What is the incumbent's grand total for base plus 4 option years? The incumbent's contract was not written for a base plus 4 option years period. It was a base period of 4 months and 1 option year of 12 months. The total contract value was $14,505.16.
26. Also, may the questions deadline and quote deadline be extended? No, the deadlines will not be extended.
