OFFICE FOR COASTAL MANAGEMENT

CORAL REEF CONSERVATION PROGRAM

FEDERAL GRANTS PROGRAM

Performance Work Statement

I. REQUIRED SERVICES

A. Summary

Title of Project: Grant Workshops in Florida, Puerto Rico, and the U.S. Virgin Islands NOS Project Leader: To be provided at time of award Period of Performance: Date of award through 12/31/2019 Performance Location: Miami, Florida; San Juan, Puerto Rico; and St. Thomas, U.S. Virgin Islands

B. Background The NOAA Coral Reef Conservation Program (CRCP) was established when Congress passed the Coral Reef Conservation Act of 2000 to protect, conserve, and restore the nation’s coral reefs by maintaining healthy ecosystem function in the U.S. and internationally. As required in the Act, one of the primary functions of the CRCP is to provide matching grants and cooperative agreements of financial assistance to external partners for coral reef conservation projects consistent with the Act and CRCP priorities. CRCP implements several financial assistance programs under the Act’s authority.

In 2018, the CRCP published a new NOAA Coral Reef Conservation Program Strategic Plan, which emphasizes a resilience-based management approach, focused on conservation that supports the ability of corals to withstand and recover from stress. As a result, CRCP has modified the priorities of existing financial assistance programs and will create at least one new funding opportunity to align the grant program and address the four pillars of the Strategic Plan:

Resilience to climate change, fisheries sustainability, land-based sources of pollution, and restoration of viable coral population.

CRCP brings together expertise from across NOAA for a multidisciplinary approach to studying these complex ecosystems to inform management that is more effective. We work closely with NOAA scientists in the National Ocean Service (NOS), National Marine Fisheries Service (NMFS), Office of Oceanic and Atmospheric Research (OAR), and National Environmental Satellite, Data and Information Service (NESDIS).

C. Objective CRCP is seeking expertise in coral reef conservation technical assistance to provide grant writing trainings and consultations in the South Atlantic/Caribbean Region. The objectives for this training workshop are threefold: to instruct participants how to apply for a NOAA funding

PAGE 6 OF 39 1333MG19QNCND0001

opportunity, to instruct participants how to maximize the likelihood of success on the first submission of their proposal, and to assist participants in drafting an application package.

Collaboration is critical to coral reef conservation so training provided by CRCP to prospective grantees is also intended to be applicable to any federal funding opportunities in NOAA that may positively impact coral reef ecosystems.

This is a firm-fixed price non-personal service task order. Government personnel will be responsible for the overall scheduling of project activity and will provide the Contractor with scheduling information as appropriate. Invoicing shall be after completion of each workshop location.

D. Schedule, Performance Period and Equipment

SCHEDULE: Three (3) two-day grant-writing workshops to take place October 2019 through December 2019.

PERIOD OF PERFORMANCE: Date of award through 12/31/2019

EQUIPMENT: None

E. Scope of Work

The Contractor will support NOS OCM/CRCP initiatives by delivering three (3) grant workshops in the following locations: Miami, Florida; San Juan, Puerto Rico; and St. Thomas, U.S. Virgin Islands. Each workshop will include 1 full day (8 hours) of lecture and 1 full day (8 hours) of consultations with the participants to assist them in developing a grant application package. The contractor shall meet with OCM/CRCP to discuss the materials to present at the workshops within two weeks of contract award and submit the final workshop curriculum to the OCM/CRCP two weeks before any workshops are to begin.

Grant Workshop Curriculum The government will provide a grant workbook/manual. Contractor shall revise the grant workbook/manual and develop workshop content materials to include the workbook/manual, training presentation, worksheets and exercise instructions, summary of funding opportunities, agenda, and training evaluation. All material that is developed must be compliant to rules and regulations in Sections 503 and 508 of the Rehabilitation Act (e.g., any videos must contain closed captioning) to ensure that material can be posted on a government website after training delivery. Final training materials will be provided to OCM/CRCP in electronic format, MS Office format (Word, PowerPoint, and Excel).

The contractor shall develop the grant workshop curriculum for OCM/CRCP following these guidelines:

Revise and update the grant workbook material provided by OCM/CRCP.

Provide workbooks and training materials.

fiscal year NOAA grant programs, such as the Coral Reef Conservation Grant Program and the Marine Debris Grant Program, as well as subaward competition opportunities available through the National Fish and Wildlife Foundation that are funded by NOS/OCM. Other NOAA grant opportunities such as the Saltonstall-Kennedy Grant Program, Fisheries Marine Education and Training Program, and the Bay Watershed and Training (B-WET) Gulf of Mexico Program competitions may also be discussed. A complete list of funding opportunities in the South Atlantic/Caribbean region will be provided.

Instruct participants how to prepare a grant application from inception to submittal using both www.grants.gov and submitting a paper application.

Coach applicants from concept to final product, including scheduling one-on-one sessions to fine-tune a final product for submission.

Develop and analyze participant feedback on the training and consultations for improvements in year two of the contract and future NOAA efforts.

Grant Workshop Consultation The contractor shall be available for individual consultations and coaching sessions between the participants (applicants) and instructor(s) after the applicant successfully completes the full day of lecture. This portion of the program allows participants to obtain informative and useful feedback on either new or revised applications to produce well-conceived, written proposals.

Consultations are anticipated to occur the day after the lecture training at the same venue location for one full day (8 hours) to allow participants to continue to work on their grant applications and receive feedback and support. This consultation service will be applicable to participants who want to maximize the likelihood of success on the first submission of their proposals and to those who need some additional help making sure the resubmitted proposal is as strong as possible.

Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender’s request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers.

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. (2)

PAGE 11 OF 39 1333MG19QNCND0001

(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and—

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m.

one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation.

52.212-2, Evaluation - Commercial Items (Oct 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1) Technical Capability – It is the contractor's responsibility to provide, with the quote, all necessary documentation and/or information for the government to make a determination that experience and skills can be met by the contractor.

2) Past Performance – quote shall include at least two reference for similar services including a name, the phone number, full address, and email address (if available). The Government will use its discretion to determine the sources of past performance information used in the evaluation, and the information may be obtained from references provided by the offeror, the agency’s knowledge of the contractor performance, other government agencies or commercial entities, or past performance databases, and past performance will be based on responsiveness, timeliness, quality, and customer service; and

3) Price. The government intends to award a firm-fixed price order on a best value basis.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)

52.212-3 Offeror Representations and Certifications-Commercial Items (Oct 2018) The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u)) of this provision.
