Amendment 0003 to Solicitation 1333MF26Q0106

This is Amendment 0003 (Standard Form 30) to Combined Synopsis Solicitation 1333MF26Q0106, issued by NMFS Field Delegates (Kansas City, MO) with an effective date of September 10, 2026. The amendment is not extended and responds to 15 questions received from potential offerors regarding fire sprinkler system inspection, maintenance, and repair services for Buildings 302 and 306.

Scope and System Requirements: The solicitation covers an existing fire sprinkler system (not brand-new) requiring annual inspection and monitoring services. Building 306 contains 129 sprinkler heads with approximately 13,772.88 square feet; Building 302 contains 119 sprinkler heads with the same square footage. Both buildings feature dual systems: wet systems on the first and second floors and dry systems in the attic. Each building has two risers. Contractor responsibilities include monthly control valve and pressure checks (weekly for dry/pre-action systems), quarterly waterflow alarm and supervisory signal device inspections, annual main drain testing and operational evaluations, and every-five-year internal pipe inspections for scale, biofilm, or foreign materials. The contract structure includes one 12-month base year plus four one-year option periods (five years total). Services require compliance with NFPA 25 standards and include corrective repairs discovered during inspections within the firm fixed-price structure, with additional work requiring prior contracting officer approval via change order. Flushing is required in the final option year regardless of investigation findings. Data files (hard copy and digital) must be maintained within the facilities office.

Combined Synopsis Solicitation No. 1333MF26Q0106 Response to Questions:

A separate attachment is provided under the file name "Combined Synopsis Solicitation Amd_0003 Q&A_ 1333MF26Q0106 (26-510)" to provide images that are not visible on the SF30 document.

1. We are performing independent research on the Combined Synopsis/Solicitation (1333MF26Q0106). We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?

• Existing system. Only contract in place is the for annual inspection and monitoring, current service is being provided via a one time payment.

2. Can the Government provide the number of sprinkler heads, control valves, risers, and total square footage / system type (wet, dry, pre-action) for Buildings 302 and 306?

• There are a total of 129 Sprinkler Heads in building 306. In building 302 there are a total of 119 sprinkler heads.

• There are two risers in each building, one for the wet system located on the ground floor and a second located in the attic for the dry system

• The building square footing approximately 13,772.88 ft² for the 1st, 2nd floor and attic space. Note the attic is mechanical space only, and not occupied space.

Both of the buildings 302 and 306 are configured the same; the buildings have dual systems, the attic is a dry system while the 1st and 2nd floors are wet systems.

3. Are you wanting to have an Annual Inspection along with quarterly inspections? From other government entities we work with they require that.

• Once system is brought on line (bldg. 302 specifically) and from the onset for building 306, the requirement is IAW NFPA 25 requirements are as follows:

• Monthly: Check control valves, air pressure, and water pressure gauges (weekly for dry/pre-action systems, monthly for wet pipe systems).

• Quarterly: Inspect water flow alarm devices, supervisory signal devices, and fire department connections (FDCs).

• Annually: Test main drains, inspect pipe fittings, support hangers, and perform general operational evaluations.

• Every 5 Years: Conduct internal pipe inspections and obstruction investigations for scale, biofilm, or foreign materials.

4. A subcontractor preparing pricing asked whether photos are available of the 3-inch pipe requiring repair in Building 302. The solicitation identifies the repair, but the materials we received do not appear to include photos. Could you please provide any available photos? If none are available, could you share any available details on the pipe’s location and the extent of the required repair?

5. Internal Pipe and Video-Camera Inspections Please clarify the requirements for internal pipe and video-camera inspections, including the required frequency, number of access points, testing pressures, procedures, whether invasive access will be required, and responsibility for restoring any piping or building components disturbed during the investigation.

• Frequency- Requirement is on initial acceptance (once).

• Number of access points – The contractor will need to identify how they are to access the piping/system.

• Pressure Testing in the event that a camera inspection cannot be conducted a pressure test is an acceptable standard IAW industry standards

• There has been multiple leaks in the system as declared in the SOW. In order for the contractor to conduct an internal camera test they will have to run a camera inside; so yes, they will need to conduct invasive actions will be required. The contractor who “takes down” the system will be required to restore the system back to operating conditions as articulated in the site visit.

6. Monitoring Requirements Please clarify whether the term “monitoring” is limited to annual testing and verification of alarm and supervisory signals, or whether it also includes ongoing central-station monitoring services.

• See Task 4 - Sprinkler System Monitoring Verification (base and option years) of the SOW it clarifies the following:

Services shall include:

• Testing valve tamper switches.

• Testing waterflow alarm devices.

• Verification of supervisory signal transmission.

• Verification of alarm signal transmission.

• Confirmation of communication with the central monitoring station.

• Verification of trouble signal reporting.

All monitoring tests shall be coordinated with facility management and monitoring personnel.

A fire sprinkler monitoring system requires a dedicated-function fire alarm control unit (FACU) that electrically supervises waterflow, control valves, and system pressure per National Fire Sprinkler Association standards.

7. Unidentified Deficiencies and Repairs Please clarify how unidentified deficiencies and repair requirements will be handled. The SOW currently requires correction of all deficiencies and restoration of both systems to a fully operational and code-compliant condition, while the pricing sheet provides only one lump-sum amount per year.

It would not be feasible to include unlimited or presently unknown repair work within the annual lump-sum price. Please confirm that repairs beyond specifically identified and priced work will be handled through separately quoted and authorized written change orders.

• The contractor should make every effort based on the site visit to include all expenses based on their knowledge of the systems that they are bidding on. Unknown repair work within the annual firm fixed-price purchase order for work within the scope of work for services will be addressed at the time of occurrence. All work not covered in the firm fixed price purchase order will require prior approval from the contacting officer prior to any additional work or services are provided by the contractor.

8. Emergency and Additional Services Please clarify responsibility for and authorization/payment of emergency response, after-hours work, fire-watch services, permits, access equipment, monitoring-company charges, environmental testing, disposal of flushed materials, and ceiling or building restoration.

• The contractor should make every effort based on the site visit to include all expenses based on their knowledge of the systems that they are bidding on. Unknown repair work within the annual firm fixed-price purchase order for work within the scope of work for services will be addressed at the time of occurrence. All work not covered in the firm

9. Final Option Year Flushing Requirement Please clarify whether the final option year requires complete system flushing regardless of the https://nfsa.org/2023/02/03/fire-sprinkler-monitoring-supervision/ https://nfsa.org/2023/02/03/fire-sprinkler-monitoring-supervision/ investigation findings, or only when an obstruction investigation determines that flushing is necessary.

• Flushing is required

10. Applicable NFPA Editions Please confirm the controlling editions of NFPA 13 and NFPA 25. Requiring compliance with the “latest editions” throughout a potential five-year contract could create an undefined and continuously changing scope. Please identify the specific editions that will govern performance.

• The contractor should make every effort based on the site visit to include all expenses based on their knowledge of the systems that they are bidding on. Unknown repair work within the annual firm fixed-price purchase order for work within the scope of work for services will be addressed at the time of occurrence. All work not covered in the firm

11. Contract Period of Performance Please confirm that the intended contract structure is one base year plus four one-year option periods, for a maximum potential performance period of five years. The SOW currently states “two (4) option year periods,” while the pricing workbook reflects four option years following the base year.

• That was a typo, the base period is expected to begin from the date of award for 12 months, with four (4) option year periods.

12. Data Storage Requirements Please clarify the conflicting data-storage requirements. The SOW states that inspection reports, photographs, and video files are to be stored exclusively on Government-owned equipment, while another provision indicates that Government-owned equipment will not be required or provided. Please confirm the required method and location for storing and submitting these files.

• Data files (Hard Copy and Digital) will be maintained within the facilities office for reference during an inspection.

13. For purposes of preparing the Firm-Fixed-Price CLINs, can you please clarify whether the annual fixed price is expected to include all corrective repairs discovered during inspections regardless of scope, or whether the Contractor should include routine/minor repairs in the fixed price and submit separate repair proposals for major deficiencies requiring significant piping/component replacement. If major corrective repairs are expected to be included in the fixed price, please provide the known deficiencies and/or historical inspection reports necessary for offerors to reasonably estimate those repairs.

• The contractor should make every effort based on the site visit to include all expenses based on their knowledge of the systems that they are bidding on. Unknown repair work within the annual firm fixed-price purchase order for work within the scope of work for services will be addressed at the time of occurrence. All work not covered in the firm

14. Would the Government please clarify the expected site visit frequency for the base year and each option year? Specifically:

Does the Government expect the Contractor to perform the full range of NFPA 25 monthly and quarterly inspection and testing activities, including quarterly waterflow alarm and supervisory signal testing and annual dry-pipe trip testing?

- Listed in the Deliverable Schedule section

15. Or is the Government's intent one annual comprehensive inspection visit, with deficiency corrections and repairs performed reactively as identified?

• The contractor should make every effort based on the site visit to include all expenses based on their knowledge of the systems that they are bidding on. Unknown repair work within the annual firm fixed-price purchase order for work within the scope of work for services will be addressed at the time of occurrence. All work not covered in the firm fixed price purchase order will require prior approval from the contacting officer prior to
