Statement of Need Statement of Need
National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries Northwest Fisheries Science Center – EFS Division Purchase Accelerated Solvent Extractor 350
PURPOSE:
The purpose of this request is to purchase a new accelerated solvent extractor (ASE) 350 instrument, replacing an old, failing ASE. This instrument is a critical part of the chemical contaminant extraction procedure, which is used for final quantitative analysis of legacy contaminants and emerging contaminants of concern in support of Endangered Species Act research, National Resources Damage Assessments, and Marine Mammal Protection Act monitoring. The current ASE is unrepairable and, without replacement, significantly hindering the progress on several ongoing projects. The current system is also suspected to be leaking methylene chloride vapors, a probable carcinogen, posing serious safety concerns for personnel. Recent exposure tests have confirmed that airborne methylene chloride concentrations in the laboratory space housing the defective ASE exceed EPA exposure limits. The results also indicate that ASE instruments can release solvent emissions, so it is likely that a compromised system would be an even larger contributor to elevated methylene chloride vapor levels.
Critical projects that support NOAA’s mission cannot continue without an ASE that functions properly and safely.
SCOPE OR MISSION:
The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. This requirement will serve for the purchase of a new ASE system used by the Environmental Chemistry Program (ECP) at the Northwest Fisheries Science Center.
The ASE is a critically important instrument used for the extraction of contaminants in samples associated with litigation-sensitive Natural Resource Damage Assessments and legally mandated activities in support of NWFSC’s mission. The current ASE instrument is defective, failing emissions testing, and can not be further repaired by service technicians. Without the ASE, the extraction procedure is inoperative, interrupting important analysis and research that aligns with NOAA’s mission, including Endangered Species Act research, damage assessment, and MMPA monitoring research. In addition, the NWFSC and NOAA will fail to deliver core work products under a joint NOAA and U.S. EPA Interagency Agreements, Stormwater Science to Support the Federal Puget Sound Recovery Mission, marine mammal research to support marine mammal protection.
BACKGROUND:
The NWFSC’s Environmental Chemistry Program (ECP) has been an important resource worldwide for decades, particularly among the U.S. federal agencies, on critical cutting-edge research related to anthropogenic contaminants in the coastal aquatic environment. The ASE is an instrument dedicated to the extraction of legacy contaminants and contaminants of emerging concern in marine and watershed systems, currently including tire rubber-derived chemicals (e.g., 6PPD-Q).
TECHNICAL SPECIFICATIONS:
The ASE 350 is a core component of the contaminant analysis extraction protocol and is used for the critical first step of extracting target analytes from marine organism tissues. This instrument performs efficient, automated extraction of solid samples by delivering solvent through the matrix under controlled high pressure and high temperature conditions. The resulting extract is collected, cleaned-up to remove interfering components, and analyzed by gas chromatography in tandem with mass spectrometry (GC/MS). The ASE enables ECP to increase both sample throughput and efficiency while maintaining high analyte recoveries, minimizing solvent consumption, and reducing methylene chloride exposure by cutting down on manual solvent handling. Obtaining a new, properly functioning ASE will allow ECP to resume important contaminant analysis work without interruptions, and mitigate methylene exposure.
