REQUIREMENT SPECIFICATIONS:

Location St. Petersburg, FL:

St. Petersburg, Florida OLE/SED is looking for a vessel storage marina within 15 miles of St. Petersburg with access to the Gulf of Mexico. Current operations require expedience in putting a contract mechanism in place to allow enforcement officers at a moment’s notice to have access to deploy a 37” enforcement vessel to conduct maritime enforcement missions in the Gulf of Mexico.

Larger enforcement vessels are used to conduct fishery patrols in the Gulf of Mexico. SED has three enforcement officer positions dedicated to patrol the Gulf of Mexico to monitor and enforce fisheries regulations. The work requires enforcement officers to quickly board other vessels in the Gulf of Mexico, conduct searches, perform equipment checks for regulatory standards, and confiscate evidence if warranted. Upon completion of patrol, enforcement officers need to be able to dock, clean, and store a vessel quickly. Vessel storage marinas provide this type of access. Location must be accessible 24/7.

Vessel Storage Capacity:

Large vessels need to be stored in a secured marina equipped for storing a vessel 32” to 65” with access to and from the departing dock with accessibility to the Gulf of Mexico for essential enforcement patrol work.

Work Space:

Marina’s area generally equipped with wash bays or wash rack areas for dry dock storage and cleaning of vessels to ensure damaging salt water is cleaned around the haul of the vessel. This marina provides such space which will enable the patrol officer to properly care and maintain the vessels exterior and interior properly.

Transportation Capability:

If agents or enforcement officers get a tip to deploy the vessel to respond to an incident with a partner agency, they must be able to get to the marine, prepare and deploy the vessel without delay. Capabilities must allow flexibility and quick responses to support the law enforcement mission. The marina storage provides such access and support. The marine provides onsite management who monitor activities 24-7 to support rapid deployment of the vessel if needed.

Security and Safeguarding:

Security and product safeguarding processes are instrumental. Experience with supporting Law Enforcement agencies is paramount, as there is an occasional need for marine personnel within the storage facility to coordinate with SED enforcement personnel to quickly have the access at any time needed.
