About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a single source award using Simplified Acquisition Procedures (SAP).
The NOAA National Marine Fisheries Service Southwest Fisheries Science Center in Santa Cruz, California requires urgent repairs and replacements to various motors, pumps, and variable frequency drives (VFDs) for the facility's boiler, condenser, and chilled water systems. The total value is estimated but does not exceed the simplified acquisition threshold. The agency has determined that DXP Enterprises, Inc. is the only reasonably available source to provide the required services, which include furnishing, installing, laser aligning, and repairing the pumps and VFDs. The rationale cites the urgency of the requirement, DXP's unique capabilities as a full-service vendor, and cost-effectiveness compared to using multiple subcontractors. The agency conducted market research and obtained multiple quotes. The contract will be firm-fixed-price with a period of performance from March 7 to April 6, 2024.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
143051-24-0057
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC), and Fisheries Ecology Division (FED).
2. Description of supplies or services required to meet agency needs (including the estimated value). The Southwest Fisheries Science Center, Santa Cruz Laboratory requires three-phase pump repairs, and several VFD replacements to the boiler water system, condenser water system and chilled water system. The contractor shall furnish nine (9) VFDs and install four (4) of them. The contractor shall also replace six (6) motors to support three-phase pumps. Services shall be complete in all respects and include labor, tools, materials, equipment. Subcontracts, and all support for engineering and engineering plan drawings including any and all work required for this Scope of Work.
Period of Performance: 3/7/2024 – 4/6/2024 Contract Type: Firm-Fixed-Price
3. Identification of the single source or the brand name to be solicited.
Name: DXP Enterprises, Inc.
Address: 1340 North Jefferson St, Anaheim, CA 92807 POC: Mark Fox Phone: 714-353-0988
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Urgency – The nature of the requirement has been deemed urgent due to unusual and compelling circumstances. Following competitive procedures would result in unacceptable delays resulting in serious injury to the Government. DXP is a full service company that can install, laser align, uninstall, and repair our seawater pumps. Other companies can only do the installation/removal then have to contract out to laser align and repair the pumps. The subcontracting of these steps cost more than just using DXP for all of our pump repairs.
Moreover, the are also Fybroc licensed technicians so we ensure our Fybroc pumps are maintained to factory specifications and repaired with original Fybroc parts. Additionally, DXP is able to replace and install our variable frequency drives (VFD’s) that control our pumps. So by contracting the replacement and repair of our pumps as the same time we replace our broken VFD’s we are saving money and ensure everything works properly so we don’t have contractors pointing fingers back and fourth at each other when something does not work or breaks after they leave.
5. Market Research.

Source Selection Information – see FAR 2.101 and 3.104
In conducting our market research for this emergency repair, we obtained two (2) market research quotes. The market research quotes were vastly different in cost for the same work. Because this work is ultimately an emergency, we chose to move forward with the best cost effective quote.
6. Technical/Requirements Representative Certification
I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.
