Services will include lab-packing and removal of approximately 22 listed hazardous items in varying quantities, such as pesticides, acids, radioactive waste, and flammable liquids. Quotes should provide per-unit pricing to remove and dispose of each listed item. The period of performance is one year from date of award. Vendors must submit all required documentation by the specified due date to be considered, including pricing, tax information, certifications, and ability to meet terms and conditions. National Oceanic and Atmospheric Administration (NOAA)

NOAA FISHERIES

National Seafood Inspection Laboratory

Service for Hazardous Waste Removal & Disposal

I. Background The National Seafood Inspection Laboratory (NSIL) performs chemical and microbiological tests on various seafood products and byproducts on a daily basis, utilizing various chemicals and reagents in the analytical processes. A number of these tests require materials at the start or create mixtures during testing, that are considered hazardous in nature by the Environmental Protection Agency (EPA) and the Department of Transportation (DOT). As a result, strict federal regulations exist for the handling, removal and final disposition/disposal of such hazardous materials. Ultimately, under federal law, the organization responsible for creating the hazardous waste is legally responsible for its final disposition, from “cradle to grave”.

NSIL currently owns and maintains a chemical storage building for excess chemicals and short-term storage of hazardous waste. Federal law mandates the periodic removal of such waste. Due to the increased number of new projects being initiated since the laboratory’s reopening after the COVID-19 pandemic, payment for periodic disposals of hazardous waste & excess chemicals has increased and exceeds the amount allowed for payment by credit card for a service rendered such as hazardous waste removal/disposal.

II. Period of Performance The period of performance is from the date of award for 12 months.

III. Place of Performance Services will be carried out at National Seafood Inspection Laboratory at the loading dock at the rear of the NOAA facility at 3209 Frederic Street, Pascagoula, MS 39567. The material to be removed will be inventoried, properly labeled to federal standards, weighed & stowed in a vehicle correctly placarded for removal by the vendor before leaving the facility.

PAGE 12 OF 51 1333MF23QNFFK0030

IV. Operational Hours

Facility access is from 0800 – 1500, Monday – Friday, excluding federal holidays. Work to be performed shall not exceed 8 hours for the day.

V. Tasks

Key tasks include the following:

1. The Statement of Work requires the contractor to perform all the required tasks necessary to legally remove and dispose of hazardous and universal waste materials from the National Seafood Inspection Laboratory 2 times a year. All anticipated hazardous materials for removal and approximate amounts per year are located in Appendix A below. Not all will need picked up each time. Amount and type will vary based on sample analysis completed during the preceding period.

2. All federal, state and local regulations are to be followed for the removal and disposal of the specified waste.

3. The contractor will provide the necessary support, when contacted on a quarterly basis, to estimate the cost and determine a pick-up date for the removal & transport of such waste previously specified in writing by the NSIL.

4. The contractor will provide advance communication of the collection date one or more weeks prior to the actual pick-up of waste, along with a contact name & phone number.

5. During the on-site collection day, the contractor will properly inventory, categorize, mark, label & pack the waste as per DOT and EPA regulations for transport and delivery to the receiving facility. All anticipated hazardous materials for removal and approximate amounts per year are located in Appendix A below. Not all will need picked up each time. Amount and type will vary based on sample analysis completed during the preceding period.

6. The contractor will properly placard the transport vehicle in compliance with all federal and state regulations.

7. Telephone and email support shall be provided during normal contractor business hours.

The “Performance Objective” column represents the standard against which Contractor performance will be measured in relation to accomplishment of the corresponding service output. The performance objective or “standard” describes the minimum acceptable level of service by the contractor for satisfactory performance. The “Completion Due Date” column displays the maximum allowable time period for each service output.

XIII. Evaluation Factors

The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations:

Factor 1--TECHNICAL APPROACH. The quotation will be evaluated on how the offeror intends to organize, staff and manage the contract and the means that will be used to accomplish the contract requirements. The degree to which the quotation demonstrates an understanding of the requirements will be evaluated, as well as the offeror's planned management of consultants and subcontractors, if applicable.

Factor 2--EXPERIENCE. The offeror's background, experience, and qualifications will be assessed to determine the likelihood that that offeror can successfully perform the contract requirements and the degree of the risk of non-performance.

Factor 3—COST/PRICE. The proposed prices/costs will be evaluated. The cost evaluation will determine whether the proposed costs are realistic, complete and reasonable in relation to the solicitation requirements. Proposed costs must be entirely compatible with the technical approach.

To NOAA Contractors

Subject: NOAA Transition to the Invoice Processing Platform Electronic Invoicing System

Effective October 1, 2023, the National Oceanic and Atmospheric Administration (NOAA) willtransition contractor payment requests to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis (FRSTL). The IPP is available at no cost to commercial vendors and independent contractors doing business with NOAA. The IPP website address is https://www.ipp.gov.

Action to take:

If you are already enrolled in the IPP:

If your company is already registered to use the IPP, you will not be required to re-register. Upon implementation of NOAA’s Business Applications Solution, invoices for the identified contract(s) must be submitted electronically through the IPP system.

If you are NOT already enrolled in the IPP:

If your company is not registered to use the IPP, when NOAA initiates the enrollment process, your point of contact in SAM.gov will receive registration instructions via email from ipp noreply@mail.eroc.twai.gov. Please add ipp noreply@mail.eroc.twai.gov to your address book so you do not disregard these instructions or mistake them for spam.

You will receive two emails from the IPP Customer Support:

● The first email will contain an initial administrative IPP User ID.

● The second email will contain a temporary password. Vendors must log in with the temporary password within 30 days.

Contractors can create additional user accounts, including administrators, after initial login. Registration is complete when the initial administrative user logs into the IPP website using the initial administrative IPP User ID and temporary password and accepts the rules of behavior.

Vendor Training

Vendor training materials, including a first-time login tutorial, are available on the IPP.gov website. After logging in to the IPP application, users can access guides with step-by-step instructions for all IPP capabilities, including creating and submitting invoices and setting up email notifications. Monthly live webinars provide a great opportunity to learn system basics and ask the IPP team questions about the application.

Additional Support

For assistance with the application, IPP users can call the IPP Customer Support team at

(866) 973-3131, Monday through Friday from 8:00 a m. to 6:00 p m. Eastern Time, or send an email to IPPCustomerSupport@fiscal.treasury.gov. Vendors can also find answers to frequently asked questions on the Vendor FAQ page of the IPP.gov website.
