STATEMENT OF NEED

Naonal Oceanic and Atmospheric Administraon (NOAA) NOAA Fisheries

SEFSC / Fisheries Stascs Division/ Shark Observer Program/ Panama City Lab Garmin inReach Mini Satellite Communicaons - Professional Flex Advanced Plans

PURPOSE:

Provide NMFS/SESFC Shark Observer Program (SOP) a means to communicate with observers in the field when deployed on Highly Migratory Species (HMS) longline fishing vessels on the high seas.

SCOPE OR MISSION :

Support safety and communications with HMS observers at sea through the inReach service.

This allows SOP office personnel and observers at sea to communicate in close to real time.

BACKGROUND:

InReaches devices have proven to be an effective means of providing lightweight and compact satellite communications for other entities throughout the Southeast Fisheries Science Center.

Most recently the SOP replaced older satellite phones with eight (8) Garmin inReaches and are satisfied with the results and are now procuring five (5) additional inReach devices. This increased requirement has generated the need for contracting the monthly service plans. Existing coverage for the thirteen devices is currently provided by Garmin.

TECHNICAL SPECIFICATIONS:

Monthly satellite communication service for Professional Flex Advanced Plan for thirteen (13) Garmin inReach Minis, Part number 010-01879-01. At a minimum, the monthly plan must include the following:

● unlimited SOS coverage,

● 40 text messages,

● unlimited preset messages,

● send/track point and location requests

The vendor shall offer the capability for overage messages for all thirteen devices. Any monthly overage fees, and suspension fees shall be invoiced in accordance with the purchase order CLIN structure.

SPECIAL REQUIREMENTS:

• Personnel performing work do not require access to NOAA facilities.

• Personnel performing work do not require a PIV or CAC.

• Personnel performing work do not require a NOAA email address.

PAGE 9 OF 33 1333MF22QNFFN0002

• Personnel performing work do not require use of DOC owned IT Equipment (Laptop, Desktop Computer).

• Personnel performing work do not require Non-Government IT equipment to interconnect to a DOC network.

Usage details shall be included with the invoice

The government will provide the awarded Contractor with the Garmin account number upon contract award.

DELIVERY LOCATION:

NMFS/ Panama City Laboratory, 3500 Delwood Beach Drive, Panama City, Florida, 32408

PROJECT LEAD: Provided at time of award

EVALUATION CRITERIA: This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. Technically acceptable means the items quoted match the specified requirement of the RFQ. Failure to include all required items in the quote will render the quote ineligible for award. The criteria listed are all of equal value and will be evaluated on the basis of pass or fail. Please ensure to include details about what is being offered as just providing a price does not give enough information to deem technically acceptable or not.

1. The quote shall meet the Technical Specifications identified in the Statement of Need.

2. Firm-Fixed price to include FOB Destination.

CONTRACTORS INVOICE:

The Contractor shall prepare and submit invoices to MB.Invoices@noaa.gov . If the invoice does not comply with these requirements, the designated billing office will return it within 7 days after receipt with the reasons why it is not a proper invoice. Invoices shall be submitted monthly in arrears.. Any invoices submitted prior to this will be returned to the vendor as unacceptable. The Government will take into account untimely notification when computing any interest penalty owed the Contractor. Terms are Net 30. Please do not seek payment information until the 30 days have passed from acceptance. NOAA does make every attempt to make prompt payments.
