STATEMENT OF WORK

NOAA Office of Law Enforcement, Northeast Enforcement Division

UPGRADES TO NOAA METALSHARK VESSEL F3403

Requisition Number: NFFKAE20-22-03350

Background:

The National Marine Fisheries Service’s Office of Law Enforcement (OLE) enforces laws that protect and conserve our nation's living marine resources and their natural habitat. OLE Special Agents and Enforcement Officers are sworn law enforcement officers with specified authority to make arrests and enforce over 37 statutes, as well as numerous treaties related to the conservation and protection of marine resources.

Promoting industry compliance with Atlantic Large Whale Take Reduction Plan (ALWTRP) is a priority for OLE’s Northeast Enforcement Division. NED is continuing to increase its in-house capability to inspect fixed gear underwater and monitor vessel speed to ensure compliance with federal fisheries regulations set it place to protect Atlantic Large Whales. NED has two (2) MetalShark 36’ Fearless patrol boats that conduct at-sea operations enforcing a number of regulations, including ALWTRP.

Objective:

NED has a requirement for vessel upgrades to NOAA MetalShark 36 WAPH F3403 to successfully support its Mission.

• The upgraded sonar package will aid officers in locating gear and obtaining a clear picture of the gear and lines to determine compliance with regulations.

Sonar will help determine if gear is in compliance with gear regulations such as sinking ground line and number of pots / traps in a set.

• The upgraded radar will enhance safety on the water and aid in the enforcement of right whale speed enforcement by utilizing the latest radar technology for target acquisition, heading, and speed.

• The steering control upgrade aids in safe vessel operation for docking and boarding by providing a joystick steering control. The upgrade additionally will allow vessels to station keep via GPS position regardless of tide or wind. This is essential and required for deployment of the NED’s Remotely Operated Vehicle and to obtain accurate target vessel speeds during right whale enforcement.

Scope of Work:

The Awardee shall provide installation services and all equipment required to install:

sonar; radar; and steering control system on NED’s patrol vessel. All parts and equipment installed and interfaced shall be certified by OEM authorized representative to enable full warranty coverage and certify that systems are fully operational.
