9/1/2021 Questions & Answers

1. Can you provide information on why the Marine Recreational Information Program (MRIP) ceased operation in Puerto Rico in 2017? Issues with the vendor had resulted in inconsistencies in sampling during the first half of 2017 and two hurricanes in the fall of 2017 resulted in the project ending.

2. Will the "Port Samplers" trained in this project be Puerto Rico DNER employees or contractors? my understanding is that the port samplers will be contractors hired under a grant to DNER

3. Does the SESFC and/or DNER currently use tablet computers for data collection in other projects? If so, would similar devices be preferable for this project and can you provide information on those device configurations? My understanding is that the DNER does not currently use tablets for data collection; use of tablets will significantly improve the efficiency of data collection and supplying those tablets is a primary goal of this contract. The SEFSC does not have any port samplers in the US Caribbean, I do not know if SEFSC staff use tablets during port sampling in the Gulf of Mexico or South Atlantic.

4. Please confirm that the "Rapid Sampling Stations" referenced in the solicitation are physical structures. Yes, they are physical structures used to obtain length and weight data along with photographs of the fish as they are processed by the port samplers.

5. Will the "Rapid Sampling Stations" solely be used by the DNER Port Samplers? Yes

6. Will the data collected on the tablet computers be transmitted/downloaded to SEFSC or DNER servers, or will the data be transmitted and stored on the vendor systems? The data will be downloaded to DNER databases, that should be explicitly stated in the contract, if possible. This statement has been added to the revised Statement of Work attached.

7. Please confirm that self-service applications and devices for recreational anglers are not included in the scope of this project. All applications and devices are for use by DNER contractors and will not be used/available to recreational anglers.
