STATEMENT OF WORK
PROFESSIONAL SERVICES FOR
NATIONAL MARINE FISHERIES SERVICE
WEST COAST REGION
Facilitator/Meeting Planner for Southern California Offshore Aquaculture Working
Group
A. Background:
As NOAA Fisheries has prioritized development of sustainable marine aquaculture in both federal and state waters, the need for science-based information to inform the regulatory process with the Army Corps of Engineers, Environmental Protection Agency, and California Coastal Commission permit determinations, as well as Endangered Species
Act, Marine Mammal Protection Act, Magnuson-Stevens Act/Essential Fish Habitat consultations are vital to advancing the aquaculture industry and conserving marine ecosystems.
To accommodate this requirement the National Marine Fisheries (Fisheries) West Coast
Region (WCR) recently convened the Southern California Offshore Aquaculture
Gear/Protected Species Interactions Workshop on June 20-21, 2019 to address the need.
The workshop addressed the challenges of assessing potential risk of entanglement as well as education and outreach regarding aquaculture practices and gear types in a well-managed and proactive manner. Re-engaging the Southern California Offshore Working
Group (Working Group) was a topic raised during the workshop, with many workshop participants interested and willing to participate in the Working Group. A key discussion topic included continuing development and validation of a model simulator tool for offshore aquaculture in southern California. Additional topics arose during the workshop that will also be addressed collaboratively within the Working Group, including pinniped haul-out and predation on offshore aquaculture gear; potential seabird interactions with farms and gear; and most importantly, developing monitoring frameworks for offshore shellfish and fin fish aquaculture in southern California. All of these (and likely many more) topics will inform and aid the regulatory permitting process, as well as enhance understanding and potential adaptive management techniques resulting from appropriate monitoring to further enhance monitoring requirements and farm operations over time.
B. Objectives:
A facilitator/workshop planner is required to assist the WCR Aquaculture Coordinator
(RAC) in developing the framework for and facilitating two meetings re-engaging the
Southern California Offshore Aquaculture Working Group (Working Group) to carry the next steps identified in the June workshop. While there is much information available regarding various commercial fishing gear types and their potential interactions with habitat, marine species such as pinnipeds, cetaceans, and sea turtles, there is not as much baseline information for offshore aquaculture operations. The Working Group will delve into available data, issues and concerns encountered in environmental review, social concerns, and permit processing for offshore aquaculture, and to collectively problem-
3 | P a g e solve these challenges proactively. The outcomes, tools and products identified by the
Working Group are vitally important as the industry expands.
Approaches, methodologies, and tools to assist in siting, monitoring, and managing a sustainable offshore aquaculture industry should inform NEPA (in federal waters) and
CEQA (in state waters) environmental reviews of potential offshore aquaculture projects.
Convening the Working Group will require contractor assistance for the WCR RAC in developing and conducting a situational rapid assessment and coordinating with the
Working Group on charter development in order to define group purpose, focus, and level of decision-making the group desire. These tools will inform agenda development and facilitation strategies for the first two meetings of the Working Group.
C. Scope:
This contracting effort will provide necessary Working Group planning and support related specifically to southern California offshore aquaculture, as well as providing outstanding facilitation expertise, to make these important Working Group meetings a meaningful and successful effort.
The contractor will aid NOAA’s WCR’s RAC in convening two meetings of the
Working Group to continue discussions and identify potential solutions in addressing concerns related to offshore aquaculture in southern California. The Working Group must define its purpose and decision-making procedures through development of a governance structure or charter to guide them, a process which the contractor will guide. The contractor will conduct background research, interview potential Working
Group members to collect input to inform balanced membership and support the charter process. Lastly, the contractor must assist the WCR RAC in developing Working
Group agendas for two meetings, and facilitate those meetings. A goal of these two facilitated Working Group meetings is to formalize the Working Group so that it can continue operating well into the future, with minimal facilitation beyond these first two meetings.
D. Tasks/Deliverables
The Contractor will work independently but under the oversight and with influence from the NOAA West Coast Regional Aquaculture Coordinator (RAC). The Contractor will coordinate with RAC to design a situational assessment that will explore and reveal needs, interests and concerns held by prospective Working Group members. Once designed, the Contractor will conduct the situational assessment and utilize results to develop a draft charter framework (governance structure) to help the group define its purpose, focus and decision-making procedures. The interview process will also inform development of an agenda and facilitation strategies for the first two Working Group meetings.
Activity 1 – Rapid Situation Assessment and Charter Framework Development
Task 1 – Conduct background research and refine facilitation support objectives and approach
4 | P a g e
Contractor will compile and determine relevance of earlier situation assessment data linked to the past operation of the working group. Contractor will coordinate with the RAC at the outset to review and, as needed, refine contract objectives and approach to work.
Task 2 – Coordinate with RAC to design rapid situation assessment
Building on outputs from the June, 2019 workshop, the Contractor will coordinate with the
RAC to identify assessment goals, topics for exploration, interview questions and prospective working group members to interview and thereby inform reengagement of the group.
Task 3 – Develop assessment instrument and conduct up to 7 interviews
The RAC will assist the Contractor by drafting and distributing an introductory memo announcing the likely reestablishment of the Offshore Aquaculture Interagency Working
Group and generally describing the purpose of the assessment. The Contractor will follow by sending a memo that more specifically describes the assessment purpose and process, and enables scheduling of interviews. The Contractor will conduct up to 7 interviews.
Task 4 – Conduct data analysis
The Contractor will organize and synthesize all collected interview data. During data analysis, the Contractor will identify key findings, themes and other interviewee input that informs development of a charter framework (governance structure) for the group. The
Contractor will provide a verbal report of findings to the RAC in advance of developing the first draft charter.
Task 5 – Prepare draft charter framework document
The Contractor will prepare first a draft charter framework for the RAC review and feedback.
The framework will help guide group purpose and governance at early meetings, but is expected to be further developed if/when membership composition expands beyond initially interested parties. Elements of the first draft framework may include group purpose and focus, initial membership, collaboration techniques and decision procedures, and ground rules.
Activity 1 Deliverables
Background research
Completion of all interviews
Preparation of draft charter framework document
Activity 2 – Prepare, facilitate and memorialize 2 working group meetings
Task 1 – Coordinate with RAC and/or planning team to develop meeting agendas
The Contractor will coordinate with the RAC, and possibly an ad hoc planning team of prospective working group members, to develop agendas and facilitation strategies for two
Working Group meetings during the period of performance. The agendas will reflect meeting goals, key agenda topics and desired outcomes. Facilitation strategies will focus more on process strategies for facilitating the event and achieving desired outcomes.
Task 2 – Travel to/from contractor’s location to southern California
5 | P a g e
The Contractor will coordinate all logistics to travel to/from both Working Group meetings, which will be held in the southern California region.
Task 3 – Facilitate two on-site working group meetings
Contractor will facilitate all elements of both Working Group meetings. This will include, but will not necessarily be limited to, agenda review, framing key issues (in conjunction with the RAC and other working group members), facilitating open group discussion and breakout sessions, and summarizing meeting outputs and action items.
Task 4 – Prepare meeting summaries and conduct debrief with RAC
The Contractor will coordinate with the RAC to draft, solicit and incorporate input, then finalize and distribute summaries for each working group meeting. As needed the Contractor will incorporate any additional feedback from Working Group members.
Activity 2 Deliverables
Development and distribution of meeting agendas
Memorialization and distribution of meeting action items and meeting summaries
E. Education/ Experience Required:
This process involves diverse stakeholders with a wide range of perspectives as well as highly complex legal, policy, cultural and technical issues.
It is critical that the contractor has a proven track record of success with multiple-party, complex aquaculture issues. A minimum of 10 years experience working with federal entities on aquaculture issues applicable to the federal policies listed in this work statement, is required.
This work requires a contractor who has worked with the Aquaculture stakeholders (listed in the background section of this work statement) on specific issues related to the
Aquaculture community in Southern California.
F. Period of Performance: 10/01/2019 to 09/30/2020
G. Place of Performance: NOAA NMFS WCR Office in Southern California and the
Contractor’s Place of Business.
H. Reimbursable Expenses: Travel Cost – Two (2) Trips to Long Beach, CA or San Diego, CA to facilitate meetings of the working group. Travel cost from the contractor’s location and return for two (2) trips. These shall be two (2) day trips.
