1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), National Environmental Satellite Data and Information Service (NESDIS) and Wallops Command Data Acquisition Station (WCDAS).

2. Description of supplies or services required to meet agency needs (including the estimated value). Two (2) Radio Frequency (RF) Survey Systems each consisting of the following: One (1) RF Survey Meter and one (1) Electric-field Probe, compatible with the above RF Survey Meter. Estimated value of 2 RF Survey Systems = $

3. Identification of the single source or the brand name to be solicited.

L3 Technologies - Narda Safety Test Solutions (Narda-Miteq Div) 435 Moreland Road Hauppauge, NY 11788 POC: Joseph Yanosik 631-231-1700 ext. 230

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:

• Brand Name - This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs.

WCDAS currently uses an obsolete Narda 8700 RF Survey System to perform RF Safety surveys. The Narda NBM series system, consisting of a NBM-550 RF Survey Meter and an EF1891 E-Field probe, is a direct replacement for the obsolete 8700 Survey System. Current safety survey procedures and technician training programs require the replacement to conform to the usability and functionality of the 8700 Survey System.

• Other - Only one source is capable L3 Technologies, Narda-Miteq Div has stated in a questionnaire they do not have authorized distributors or resellers. Using Brand Name or Equal we can determine if any other manufacturers can meet the specifications.

5. Market Research.

Market Research consist of GSA Advantage, GSA Schedule, SAM.gov, PPIRS, Past History on FPDS.gov, Questionnaire, FBO.gov, and Open Market search and On-line Availability.
