STATEMENT OF WORK

Preventative Maintenance of Laboratory Millipore/Milli-Q water purification system

Hollings Marine Laboratory and CCEHBR Laboratory Charleston, SC

PURPOSE: The Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Laboratory (HML), is a federal research laboratory located at 331 Fort Johnson Rd (Charleston SC) which contains nineteen (19) individual laboratory Millipore/Milli-Q water purification systems that require semi-annual inspection and full on-call maintenance service to support ongoing experimental research. In addition, the Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Coastal Environmental Health and Biomolecular Research (CCEHBR), is a federal research laboratory located next-door to HML at 219 Fort Johnson Rd (Charleston SC) which contains an additional seven (7) individual Millipore/Milli-Q laboratory water purification systems. Out of the (7) units at CCEHBR, (6 units) require preventative maintenance and the replacement of consumable filters, and (1 unit) requires semi-annual inspection and full on-call maintenance service in order to support ongoing experimental research.

OBJECTIVE: The complexity of the scientific research conducted at the HML and CCEHBR requires consistent quantities of highly purified water to support our critical science experiments. The inspection and full servicing of twenty (20) Millipore/Milli-Q water purification systems including 19 within HML and 1 within CCEHBR (Coral Building) combined with the preventative maintenance/replacement of consumable filters for an additional 6 units in CCEHBR is required.

PERIOD OF PERFORMANCE: The period of performance will be for a one-year base period with two one-year option periods of service for both Task 1 and Task 2 (see “Requirements”) based on the units identified herein.

CLIN Base/Option Period Period of Performance

0001 Base 09/01/2020 – 08/31/2021

1001 Option 1 09/01/2021 – 08/31/2022

2001 Option 2 09/01/2022 – 08/31/2023

It is possible that the quantity of units may change in any year (broken, removal, no longer needed, new unit, etc). If there are changes to the number of units in any option period (the change would be no more than 20% of the total number of units), the government will provide a new list of units for servicing/maintenance for a new quotation to evaluate the final option price that may be executed.

SCOPE:

1. The scope of this requirement is to inspect, service and repair, as needed, the water purification systems identified in the “Requirements” section of this Statement of Work. All units are to be serviced in the timelines identified in the “Requirements” between Monday through Friday (7:00am to 3:30pm) EST excluding Federal holidays.

2. The contractor shall provide all scheduled service and include all consumables and parts as identified in the “Requirements” section. All consumables must meet system manufacturer’s quality and specifications so that the produced water quality meets or exceeds manufacturer defined specifications. All consumables expected to be used for the preventive maintenance visit shall be shipped to the service area one to two weeks in advance of the preventive maintenance visit.

3. During the preventive maintenance and annual inspection visits as identified in the “Requirements” section, the qualified service technician will perform a comprehensive electronic and mechanical inspection of each system, exchange all filters, sanitize & analyze the reverse osmosis membranes, then complete a water chemistry analysis to confirm the quality of the water to insure that alt systems meet or exceed manufacture defined specifications. All consumables, adjustments, and repairs (including all parts) shall be included for the 20 units (and the associated 6 RO systems) identified in the “Requirements” section for “Full Service and maintenance”. All consumables described above, minor adjustments, and repairs (no major parts) shall be included for the 6 units identified in the “Requirements” section for “Preventative maintenance and filter exchange”.

4. For units that are not operational at the time of the contract award, or are one of the units specified for preventative maintenance and filters only, if repairs or replacement of components of the Milli-Q system is required to bring the system back to fully operational capability, a quote by the vendor will be provided to the Contracting Officer for their review, approval, and funding prior to any repairs to the Milli-Q system can be authorized.

5. All available software and Firmware updates should be installed at no extra cost.

REQUIREMENTS: There are two sets of requirements (Tasks) which include (1) full service and maintenance for 20 water purification units and (2) preventative maintenance and filter replacement for 6 water purification units.

Task 1 - Full Service and maintenance – 20 units Full service and maintenance (preventative and on-call) of 20 Millipore/Milli-Q water purification systems shall include:

1. Annual inspection and servicing of all 20 water purification units identified below.

2. On-call repair to include all costs including labor, travel and all parts.

3. Replacement of all consumables including filters, bulbs, and other required consumables at least twice a year (can be combined with annual maintenance visit)

4. Servicing of DI and carbon exchange tanks for the following 6 systems:

a. Room C204 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and one 6” x 18” mixedbed deionizer with 1/4 cubic feet of resin

b. Room C203 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and one 6” x 18” mixedbed deionizer with 1/4 cubic feet of resin

c. Room D109 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and two 6” x 18” mixedbed deionizers each with 1/4 cubic feet of resin

d. Room C108 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and two 6” x 18” mixedbed deionizers each with 1/4 cubic feet of resin

e. Clean Room C103 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and two 6” x

18”mixed-bed deionizers each with 1/4 cubic feet of resin

f. Room N119 has one 6” x 18” carbon tank with 1/4 cubic feet of resin and two 6” x 18” mixedbed deionizers each with 1/4 cubic feet of resin

These are exchanged twice each year along with the other expendable cartridges. These are the property of the present contractor and are provided on a service/lease basis.

The water purification systems in the above labs are not connected to the “House” Deionized water system upstairs. Each DI system includes a 1 megohm resistivity quality control indicator light to monitor the output quality of the tank. All contractors must provide and install these tanks and include the cost of servicing these DI and Carbon tanks in their total bid price.
