STATEMENT OF NEED
WR Video Surveillance Systems
1. BACKGROUND:
The National Weather Service Western Region (NWS WR) has multiple offices (25+) and other remote locations throughout the eight western states that are in need of new outdoor video surveillance systems to replace existing end-of-life systems of varying age, coverage, and technology.
2. PURPOSE:
The purpose of this requirement is to acquire the hardware (cameras, mounts, and NVR/DVRs) to update the video surveillance systems at multiple NWS locations throughout the western states. The new camera systems are intended to provide full video coverage of each property for situational awareness (see image below for an example of our typical property), motion-activated notifications/alerts, as well as provide an uninterrupted, retrievable video record of at least the past 7 days from all cameras.
This requirement does not include installation of the hardware; the NWS will perform the installation with internal resources.

Optional features, dependent on NWS value-added determination:
● Audio capability is optional, but not required
● No preference on body style (bullet/dome/other)
● Pan/Tilt/Zoom (PTZ) is not required
b. NVR/DVRs
Quantity of 26 units, shipped to multiple addresses, with the following minimum salient characteristics:
● Support a minimum of eight connected cameras
● Include software and any required software licenses to run the system
● Motion detection alerting/notifications
