STATEMENT OF NEED

NEEB2000-19-00768

NOAA Wallops Command & Data Acquisition Station

2 April 2019

1. Introduction/Background:

The Wallops Command and Acquisition Station (WCDAS) supports a variety of data collection activities and is responsible for worldwide dissemination of this data. One of these systems is the Local Readout Ground Stations (LRGS).

2. Scope of Work:

NOAA Wallops CDAS requires annual service support for the Local Readout Ground Systems (LRGS), High Rate Information Transmission (HRIT) applications, and workstation Graphical User Interface (GUI) application. Telephone response support is required Monday through Friday during normal business hours. Wallops will provide remote access to the systems for issues to be addressed on an event driven basis only. Eight hours of on-site support, as specified below, is also required.

The Wallops LRGS is part of a larger network that is used for the dissemination of the Data Collection System (DCS) data. This data includes the monitoring of routine data measurements as well as critical data (volcanoes, earthquakes, floods, fires, etc.) This software based system is relied upon by NOAA’s world-wide data users to collect critical, real-time information.

The Wallops 2 LRGS server applications are derived from open source products and are customized to meet local requirements. The Wallops LRGS services are managed by a Graphical User Interface (GUI) application hosted on a NOAA workstation. This GUI facilitates the monitor and control of the LRGS services and is critical to the availability and continuity of the data. As part of the maintenance contract, the Government would receive periodic updates to the WCDAS LRGS servers to maintain application compatibility with the user community systems, as well as to maintain compatibility with IT security updates of the host systems.

3. Maintenance Support Specifications:

Proposals must address the requirements outline in paragraphs A, B, C & D below:

A. The NOAA Wallops CDAS requires an annual service agreement to provide for the software and configuration support of four LRGS systems, two at the Wallops CDAS and two at the NOAA Satellite Operations Facility (NSOF) in Suitland, Md. Software service and configuration support is required Monday through Friday, during normal business hours, and encompasses the four

LRGS servers, applications, the LRGS workstation GUI, and monitoring applications. The systems also require periodic software updates to maintain application compatibility with the user community systems, as well as to maintain compatibility with IT security updates of the host systems. The server operating systems are Windows and Linux. Wallops will provide remote access to the systems as required, on an event driven basis only. NOAA will provide a NOAA504/DCS laptop to support remote access.

B. Proposals shall include a provision for 8 hours of on-site support at the Wallops CDAS or the Suitland NSOF, to cover maintenance and/ or training.

C. Proposals shall address support requirements for one (1) contract base year, from date of award, and one (1) option year. The government is under no obligation to exercise the option year.

D. Proposals shall identify the key personnel that will be available for the support of the service agreement, as well as their applicable background and direct experience with the NOAA Wallops LRGS application and the GUI workstation applications. The Wallops LRGS configurations must maintain compatibility with the data user community while satisfying ever changing IT security demands. It is crucial that proposed vendors have the applicable background, hands-on experience and software access to maintain the systems without impacting the real-time data availability and reliability.

E. Qualifications Required- Background in Information Systems Requirements with design, development, documentation, deployment and support. Knowledge of Environmental Monitoring and Data Collection Applications. Experience with Operating Systems and Tools: UNIX (Linux, Solaris, HPUX, SCO, Lynx, Realix, Unixware) and Windows. Education/Degree: Computer Science, Mathematics and/or Environmental Sciences.

4. Non-Price Evaluation Factors:

Each quote shall be evaluated on an individual basis in accordance with the evaluation criteria outlined in the RFQ only. Award will be made to the responsible contractor that offers the best value to the Government. Quotes will be evaluated based on the factors set forth below. The factors are listed in order of importance.

1) Contractor Qualification- provide supporting documentation/certification/resume/degree to validate offeror’s background in this related field.

2) Technical, Key Personnel Qualification- To effectively meet the requirements outlined in Section 3, Knowledge/Experience of LRGS system in this acquisition. Contractor shall provide supporting documentation.

3) Past Performance- Present and Past performance shall be evaluated as a measure of the Government’s confidence in the offeror’s ability to successfully perform based on previous and current contract efforts that involves work that is the same or similar in nature and complexity to the service being procured under this Solicitation. Contractor shall provide list of past commercial/government references and or past performance evaluations to determine risk. Did contractor meet expectations of the customer(s).

4) Cost/Price- The offeror’s Fixed Price CLin’s shall be evaluated by the total Firm Fixed Price for this proposal. Fixed price proposals will be reviewed for reasonableness, affordability and realism to determine whether they reflect and understanding of the requirement or any significant unbalanced pricing. Proposals shall itemize total cost for paragraph 3A. and total cost for paragraph 3B. Proposals shall itemize total costs for one (1) base year and one (1) option year.

An adjectival rating will be used to rate each factor:

Excellent- The quote is fully and completely responsive. The contractor has thoroughly demonstrate that it has the capability to provide superior service in the performance of the tasks. An assigned rating of excellent indicates that in terms of specific factors, the quote contains significant strengths and no weaknesses and/or risks or minor weaknesses and/or risks.

Good- The quote is adequate with no major weaknesses. The contractor has demonstrated that it has the capability to successfully provide quality service throughout the life of the contract. A good rating indicates some strengths with few or minor weaknesses and risks that are only minor.

Acceptable- The quote is minimally satisfactory: however, it may contain a number of weaknesses and risks. These weaknesses may diminish the quality of services in some areas of performance but overall will not jeopardize performance. A rating of acceptable indicates few strengths.

Marginal- The quote fails to adequately address the majority of the Government's and, therefore, there is a low probability of successfully satisfying the solicitation requirements. A marginal rating indicates that the quote contains significant weaknesses. It may also contain significant risks.

Unacceptable- The quote fails to adequately address the requirements and there is no probability of successfully satisfying the requirements. An unacceptable rating indicates deficiencies and major weaknesses, as well as numerous risks that would require extensive corrections or a complete rewrite of the quote.

5. Period of Performance:

Maintenance Service Contract Period of Performance: One (1) year from date of award. If the Government choses to exercise the Contract Option then the Maintenance Service Contract Period of Performance will be extended for one (1) year from the termination of the Contract Base period.

6. Security Requirements:

Wallops will provide remote access to the systems on an event driven basis only, in accordance with the procedures for Non-Local Maintenance (control MA-4) as documented in the NOAA5004/DCS System Security Plan. Contract personnel will be issued a NOAA5004/DCS laptop to support remote access to the Wallops systems. Physical security requirements for Wallops site access will be met to accommodate contract personnel as escorted visitors. Any access by contract personnel who are Foreign Nationals shall be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (APR 2010). The contractor shall comply with the IT Security requirements of the Department of Commerce as outlined in Commerce Acquisition Regulation (CAR) 1352.239-72, Security Requirements For Information Technology Resources (April

2010), except that development of a Security Authorization Package in accordance with CAR 1352.239- 72, section (i) is not required.
