LIMITED SOURCE JUSTIFICATION

U.S. Census Bureau Acquisition Division

Continuation of Armed Security Guard Services for the U.S. Census Bureau-NPC, Jeffersonville, Indiana

July 9, 2024

1. Identification

This document is a Limited Sources Justification as described in FAR 8.405-6 for the United States Department of Commerce, Bureau of the Census, National Processing Center (NPC). It is prepared and submitted by the NPC Procurement Office.

2. Nature of The Action to Be Approved

The acquisition being contemplated is by task order against Federal Supply Schedule 84, SIN 256-54 (Guard Services), Contract Number GS-07F-145BA held by Prudential Protective Services, LLC and is to be conducted under the authority of the Multiple- Award Schedule Program (see FAR 8.401). NPC provides this Limited-Sources Justification under the authority of FAR Part 8.405-6(a)(1)(i)(C) as a logical follow-on to the original order 1333LC21F00000021.

3. Description of Services Required

Protective Security Officer (PSO) guard services for the U.S. Census Bureau-NPC are essential to continue constitutionally mandated uninterrupted operations of the facility.

4. Authority and Supporting Rationale

Authority for this Limited Sources acquisition is FAR 8.405-6(a)(1)(i)(C), a logical follow-on to the original order. It is in the interest of economy and efficiency to continue this acquisition for armed security guard services as considerable uncertainty exits in the level and duration of services required. A 25% reduction in services is planned by October 1, 2024. A pending change in GSA Delegation Authority may eliminate Census contracting authority for these services. The facility, whole or in part, may move to a different location. If the facility remains, several buildings are targeted for decommissioning and reconfiguration of electronic security measures affecting the number of guard post locations and hours of operation.

5. Contracting Officer’s Determination

The Contracting Officer requested discounts from the GSA Schedule Contract number GS-07F-145BA prices offered by Prudential Protection Services, LLC and obtained a discount of about 13% for the services required. In accordance with FAR 8.404(d), the offered price is fair and reasonable and represents the best value to the Government.

6. Market Research

There is no other source with the unique knowledge of the U.S. Census Bureau-NPC facilities, its operations and guard force than Prudential Protective Services, LLC.

Prudential Protective Services, LLC has been the PSO services contractor from 21 December 2021 to present and has provided services under competitively awarded task order 1333LC21F00000002.

It is in the best interest of the U.S. Census Bureau-NPC to delay re-competition for security guard services until facility locations resolve and staffing levels can be predicted with more certainty.

7. Agency Actions Contemplated to Remove Barriers to Competition

The contemplated award is in furtherance of competition and fair opportunity. This anticipated term of a base year and four (4) six (6) month option periods task order is solely intended to provide essential armed guard services for an adequate time during the facility’s anticipated transition to a new or reconfigured site.

8. Supporting Program Data

We certify that the narrative justification is accurate as provided herein and verifies the Government’s minimum needs or schedule requirements and rationale used to justify limited sources under FAR 8.4.
