STATEMENT OF WORK

SATELLITE IMAGERY OF MARINE POLLUTION IN THE GULF OF MEXICO

Part 1

General Information

1.1 Introduction: This Statement of Work defines the requirements for near-real-time satellite imagery acquisition for the Satellite Analysis Branch (SAB). This branch is located in the Satellite Products and Services Division (SPSD) of the National

Environmental Satellite Data and Information Service (NESDIS), Office of Satellite

Products and Operations (OSPO) and is responsible for providing 24x7 marine pollution response information to NOAA, the US Coast Guard and other agencies.

1.2 Background: The Satellite Analysis Branch is responsible for providing satellite-based analyses for oil spill incidences declared by NOS Emergency Response Division and routinely monitoring for any anomalous features in satellite imagery that are believed to be from man-made spills and report findings to NOS, USCG, BSEE and others via the Marine

Pollution Surveillance Report.

1.3 Objective: The objective of this effort to create a resource through which SAB is able to obtain unclassified, daily, shareable, near-real-time satellite imagery for marine pollution response through remote sensing capabilities. The imagery shall be sub-5 meter collection at near nadir for the creation of emergency response oil spill information. This effort provides for the purchase of retrospective high-resolution multispectral imagery primarily for the production of Marine Pollution Surveillance Reports (MPSR) providing first responders information detailing the location and extent of oil or marine debris in US coastal waters.

1.4 Requirements: The primary tasking of this activity is for the vendor to provide SAB support for marine pollution response in the form of satellite imagery acquisition, processing and delivery. The vendor shall deliver imagery in accordance with assigned specifications (Sections 1.3, 2.1, and if exercised, 2.2), review products for correctness, and adhere to established schedules (Section 1.5).

1.5 Period of Performance: The period of performance shall be for one year after date of contract award.

Part 2

Data Acquisition Specifics

2.1 Data Purchase and Acquisition: The contemplated task order covers the acquisition of multispectral imagery from the vendor’s satellite constellation via access to the vendor’s public online portal and the corresponding download rights for 12 months (Fig.1) &

(Table.1).

2.2 Supplementary Data purchase and Acquisition: Optional Contract Line Item

(CLIN) for supplementary data purchase and acquisition. Should this CLIN be exercised, approximately 8,000sqkm of supplementary data shall be ordered within the areas of interest specified below in (Fig. 2) & (Table 2). This area covers U.S Territorial waters near and around Louisiana stretching south to approximately 25.9N West to approximately to 95.0W and east to approximately 87.7W. Should this CLIN be exercised, the vendor shall provide unclassified, daily, shareable, near-real-time satellite imagery for marine pollution monitoring within the wider area of interest in Fig. 2. The imagery shall be sub-5 meter collection at near nadir for the creation of emergency response oil spill information.
