1 STATEMENT OF NEED

The Government anticipates issuing a firm fixed-price (FFP) purchase order for the products described above. Attachment 1 Statement of Need provides further technical details and will be incorporated into the contract upon award.

INTRODUCTION/BACKGROUND

The National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product Operations (OSPO) is an organizational component of the National Environmental Satellite, Data, and Information Service (NESDIS). The OSPO has operational responsibility for the Command and Data Acquisition Stations at Wallops, VA (WCDAS) and Fairbanks, AK (FCDAS) to command and control the satellites, track the satellites, and acquire their data. The OSPO also manages and directs the operation of the central ground facilities which ingest, process, and distribute environmental satellite data and derived products to domestic and foreign users.

WCDAS requires the use of Vector Network Analyzers (VNAs) to test, measure and characterize components and sub-assemblies of ground antenna systems. WCDAS currently uses custom-written LabVIEW acquisition software to interface with existing test equipment. Current VNAs on-site are antiquated and limited in capabilities to perform full test and measurement standards. A modern VNA will allow closer adherence to ISO 9001 quality standards.

SCOPE OF WORK

WCDAS requires the acquisition of one (1) USB Vector Network Analyzer for the purpose of testing and characterizing radio frequency components of WCDAS’s antenna systems. The VNA must be compatible with and able to integrate into the current LabVIEW monitoring and control software currently in use at WCDAS. See section 3 for VNA specifications, including a list of required additional hardware options and software licenses.

SPECIFICATIONS

In order to meet WCDAS’s requirements, the VNA must meet the following technical specifications:

Frequency Range:100kHz – 20GHz Impedance: 50 Ohm Number of Test Ports: 4 Direct Receiver Access Test port adaptor series: 3.5mm (SMA) Power output range: -60dBm to +10 dBm Dynamic Range: >130dB (10 Hz IF BW) 1MHz – 20GHz Accuracy of transmission measurements (1MHz – 20GHz / -60dB to 0 dB): ±0.1 dB / ±1° Full frequency Accuracy: ±2·10¿6 Noise Floor: -130 dBm/Hz nominal Test Port damage protection up to: +26dBm / 35V USB Interface with software application (including license) which runs on a Windows PC, laptop, tablet, or x86 board computer.

Software license must include:

- User friendly graphical user interface

- Measured S-parameters:

o [S11, S12, S13, S14] o [S21, S22, S23, S24] o [S31, S32, S33, S34] o [S41, S42, S43, S44]

- Ability to save and recall S-parameters to/from touchstone files

- Screenshot capture

- Absolute power measurement of incident, reflected and transmitted Device Under Test (DUT) signals

- Up to 16 channels. Each channel is represented on the screen as an individual channel window.

Each channel has its own stimulus signal settings such as frequency range, number of test points, power level, etc.

- Up to 16 data traces can be displayed in each channel window. A data trace represents S-parameter of the DUT or absolute power of the incident, reflected or transmitted DUT signals.

o Trace math o Data trace, memory trace, or simultaneous data and memory traces.

o Limit testing

- Each of the 16 data traces can be saved into memory for further comparison with the current values. Up to 8 memory traces can be created for each data trace.

- Data display formats:

o Logarithmic magnitude, linear magnitude, phase, expanded phase, group delay, SWR, real part, imaginary part, Smith chart format, and polar format.

- Sweep Types:

o Linear o Logarithmic o Power sweep for compression point recognition o Segment frequency sweep when the stimulus power is a fixed value.

o Linear power sweep when the frequency is a fixed value.

o Continuous Wave Linear time sweep when the frequency and power are fixed values.

o Measured points per sweep: >20,001 o The power level can be set the same for all ports or individually for each port in the frequency sweep mode when the stimulus power is a fixed value. The power slope depending on frequency can be set to compensate for high-frequency attenuation in cables.

o Trigger modes: continuous, single, hold.

o Trigger sources: internal, manual, external, bus.

2- MITIGATING SUPPLY CHAIN RISK [AUG 2024]

The Department of Commerce (DOC) utilizes a Supply Chain Risk Management (SCRM) Program to identify, assess, and monitor supply chain risks of critical vendors. The Government may use any information, public and non-public, including all-source intelligence for its analysis. The Contractor agrees that the Government may, at its own discretion, perform audits of supply chain risk processes or events consistent with other terms in the contract regarding access to records and audits. An onsite assessment may be required. Through the information obtained from a SCRM program, DOC may assess vendors and products through multiple risk lenses such as national security, cybersecurity, compliance, and finance. If supply chain risks are identified and corrective action becomes necessary, mutually agreeable corrective actions will be sought based upon specific identified risks. Failure to resolve any identified risk may result in contract termination.
