About this file

This document is a Statement of Need for the National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Product Operations (OSPO) to procure OpenVMS software support and licenses from VMS Software, Inc. (VSI).

NOAA requires VSI to provide 24x7 support, operating system updates, software updates, security updates, and technical support for the OpenVMS systems that are critical to the operation of NOAA's legacy satellite ground systems. This includes support for the GOES Enterprise Management System, Sensor Processing System, and other key components. NOAA must maintain these services with VSI to comply with licensing terms. The period of performance is from April 29, 2024 to April 28, 2025. NOAA plans to award this sole source to VSI as the software is proprietary and there are no authorized distributors or resellers. Interested parties may submit their capabilities in writing to the identified point of contact, but the government has sole discretion in determining whether to compete this requirement.

STATEMENT OF NEED

NESDIS/OSPO/MOD

1. Introduction/Background

The Office of Satellite and Product Operations (OSPO) is responsible for the management and operations of the Satellite Operation Control Center (SOCC) and the Environmental

Satellite Product Center (ESPC).

Geostationary Operational Environmental Satellite (GOES) satellites provide the kind of continuous monitoring necessary for intensive data analysis. The Defense Meteorological Satellite

Program (DMSP), low, earth-orbiting satellites have provided the military with important environmental information. DMSP satellites "see" such environmental features as clouds, bodies of water, snow, fire, and pollution in the visual and infrared spectra. The Polar-orbiting Operational

Environmental Satellite (POES) satellite system offers the advantage of daily global coverage, by making nearly polar orbits roughly 14 times daily.

2. Scope of Work

The NESDIS Office of Satellite and Product Operations (OSPO) has a requirement to support telemetry and command of the nation’s legacy weather satellite constellation ground systems.

These ground systems are based upon the OpenVMS Operating System (OS) and execute custom

FORTRAN applications which are specifically designed for the hardware, operating system, layered product software, and utilities integrated into OpenVMS. In addition, the GOES Enterprise

Management System (GEMS) Sensor Processing System (SPS), Re-hosted Product Monitor

(RPM), Consolidated Analysis Workstation (CAWS) hardware/software require VSI Support and updates that is replacing Hewlett-Packard Company (HP) support/updates, as HP no longer offers this coverage.

3. Requirements:

VSI support 24x7 Service, including OpenVMS as a current product of HP no longer offers this support. An annual VSI Software Updates Service agreement contains proprietary essential services to ensure the availability and reliability of OpenVMS IT Systems.

The essential services for OSPO are:

(1) Operating System Updates;

(2) Software Updates for Layered Products;

(3) New releases;

(4) Operating System and Layered Product patches;

(5) License to Use;

(6) IT Security Updates;

(7) VSI for VMS/HP Software Technical Unlimited Support.

VSI Software Updates Service is comprised of the following: 1) License to Use and Software

Updates; 2) VSI Recommended Software Update Method; 3) VSI Recommended Document

Update Method.

VSI Software Updates Service is necessary to support operations of all OSPO legacy satellite ground systems. In order to be in compliance with license-to-use terms and conditions, OSPO must maintain these services with VSI for all OpenVMS systems.

VSI Software Technical Unlimited Support is comprised of the following: 1) SW Technical

Support; 2) SW Electronic Support; 3) 24x7x365, Holidays Covered; 4) Standard Response.

VSI Software Technical Unlimited Support is an equivalent to the extension of the factory software warranty period.

5. Period of Performance:

Period of Performance: 04/29/2024 – 04/28/2025

6. Security Requirements, if any

Products and services for exchange, refurbishing, or recycling of hardware must comply with NOAA IT

Security Manual (ITSM) media sanitization requirements (MP-6) and NIST SP 800-88 Revision 1. Pre-configured hardware must comply with FAR 39.101(c) regulations for adherence to the NIST SP 800-70

Rev. 3 common security configuration checklist program (https://nvd.nist.gov/ncp/repository). New hardware must comply with FAR 4.1302 and FIPS PUB 201 [in accordance with Homeland Security

Presidential Directive (HSPD-12)]. In addition, new hardware shall be capable of implementing Internet

Protocol Version 6 (IPv6) requirements as required by FAR part 11.002 requirements which state that unless the agency Chief Information Officer waives the requirement, when acquiring information technology using Internet Protocol, the requirements documents must include reference to the appropriate technical capabilities defined in the USGv6 Profile (NIST Special Publication (SP) 500-267; replaced by

NIST SP 800-119 in Dec 2010) and the corresponding declarations of conformance defined in the USGv6

Test Program. To meet this requirement, each DOC acquisition of IP protocol technology must express requirements for IPv6 capabilities in terms of the USGv6 Profile (i.e., using the USGV6 Capabilities Check

List) and vendors must be required to document their product’s support of the requested capabilities through the USGv6 test program (https://www-x.antd.nist.gov/usgv6/) using the USGv6 Suppliers Declaration of

Conformity.
