About this file
This document is an amendment to a Broad Agency Announcement solicitation seeking demonstrations of cloud-based software applications for digital ground radio processing to support NOAA satellite programs. The National Oceanic and Atmospheric Administration is requesting proposals for up to three awards totaling $750,000 to demonstrate feasibility of utilizing commercial software-defined radios, front-end processing, and cloud capabilities for telemetry processing. In scope are S-band, X-band and Ka-band frequencies. The amendment provides responses to vendor questions for clarification, confirming the solicitation seeks a firm fixed-price proposal for a demonstration and rough order of magnitude cost estimate for implementation to inform potential migration to an enterprise ground architecture.

1332KP23BNEEG0001 - SDR BAA Government Responses to Questions
1. Just to confirm, you want to cost estimates. A FFP for the demonstration under this BAA and a ROM cost estimate for the full implementation of solution?
Government response: The Government is requesting (1) a FFP proposal for the demonstration and (2) a ROM cost estimate for the implementation of a solution to be included with the proposal.
2. Can you provide quantitative information to help with creating a ROM cost estimate for the implementation? Information like the number of spacecraft, ground stations to be replaced, number channels of data that need to be processed, and process rates would be helpful.
Government response: The Government is seeking an Enterprise common service solution that is scalable. Therefore, the vendor should be able to provide a ROM for a single processing stream whose costs could then be extrapolated as needed. The provided template is open ended, any identified ROM costs and explanation shall be included.
3. Will there be a competitive RFP for the implementation phase of the project or will it be sole sourced to the best solution?
Government response: The BAA is for market research purposes and does not include an implementation phase. The information will be utilized by NOAA/NESDIS purely for market research to inform potential ground system evolution and architectural trade space alternatives.
4. After the prototype phase, when would the implementation phase start?
Government response: The BAA is for market research purposes and does not include an implementation phase. The information will be utilized by NOAA/NESDIS purely for market research to inform potential ground system
5. Has the budget for the entire project been approved?
Government response: The BAA is funded for the demonstration as described in the Award Information paragraph of the BAA.
6. Will there be an industry day?
Government response: No, the Government will not be conducting an industry day.
7. Do you already have an SDR platform identified as part of this solution?
Government response: No. However, vendors are advised that the Government is not prescribing nor precluding specific technical solutions in response to this BAA. Vendor(s) are responsible for proposing their own solution.
8. After the BAA, what are next steps? RFI, RFP, OTA, Etc.
Government response: At this time the BAA is for market research purposes only. The information will be utilized by NOAA/NESDIS to inform potential ground system evolution and architectural trade space alternatives.
9. Will all “RF ingest, (de)modulation, (de)coding, and frame and packet processing” described in Section 1 be accomplished in the cloud? What functions are expected to be accomplished within the SDR and Front End Processing (FEP)?
Government response: Yes, “RF ingest, (de)modulation, (de)coding, and frame and packet processing” will be accomplished in the cloud. Those capabilities are the nominal SDR/FEP functions the government expects the vendor to demonstrate in a cloud based implementation.
10. What interface protocols (VITA49, other) are envisioned to be used for command/control (C2) and transmitting digitized RF between the SDR/FEP and the Cloud?
Government response: All aspects of the proposed technical implementation solution shall be provided and demonstrated by the vendor. It is not the Government’s intent to prescribe nor preclude specific technical solutions in response to this BAA.
11. What interfaces (10GbE, 40GbE, 100GbE, etc.) are envisioned to be used for transmitting digitized RF between the SDR/FEP and the Cloud?
Government response: The NOAA’s Fairbanks Command and Data Acquisition Station (FCDAS) is limited to 1GbE connections and NOAA’s Wallops Command and Data Acquisition Station (WCDAS) is limited to 10GbE connections.
12. Are any specific RF antenna topologies envisioned for this architecture (i.e. use of existing antennas, or open to new novel solutions)?
Government response: The Government would provide access to existing mission streams via existing antenna assets but is open to new and novel solutions.
13. What is the frequency range(s) and bandwidth(s) of interest?
Government response: The BAA is targeted for S-Band, X-Band and Ka-Band Communications as these are the frequencies that are utilized by current NOAA Satellites. However, vendors are advised that this should not preclude additional technical capabilities that could also be demonstrated by a vendor's specific solution.
14. Will you consider proposal responses that provide a partial solution? Can we present commercially available SDR capabilities as part of the overall enterprise solution?
Government response: Yes, the Government will consider a partial solution.
The Government encourages all vendors who believe they can provide a value added component of the solution space to respond. Vendors can present commercially available SDR capabilities as part of the overall enterprise solution.
15. Will you schedule time with interested vendors prior to RFI release to discuss overall architecture and areas of interest?
Government response: This question is unclear to the Government. If your question is referencing a future requirement based on the proposed BAA solution, the BAA is for market research purposes. The information will be utilized by NOAA/NESDIS purely for market research to inform potential ground system
16. Do you propose that we provide solutions for Air, Ground and Maritime applications?
Government response: No, the Government is requesting a solution under this this BAA in support of Space applications only.
17. In the documentation, it states “The total expected amount of funding for demonstrations is $750K.” Are we to read that as each demonstration has a budget of $750k, or the total funding for all demonstrations is $750k?
Government Response: The total expected amount of funding for this is $750K.
NOAA/NESDIS envisions (1-3) awards for demonstrations under this BAA.
