About this file
This document contains responses to questions from vendors regarding a National Oceanic and Atmospheric Administration solicitation for the provision of commercial space object observation data. The NOAA seeks electro-optical, radio frequency, and satellite laser ranging data for up to 600 objects over a 30-day period on a recurring basis throughout the term of the agreement. Vendors will also be tasked to observe additional objects not part of the recurring data set. Observation data is required to be available in near real-time through secure interfaces using standards like Kafka and provided on request through RESTful APIs. While the Uniform Data Layer format cannot be used, vendors may propose alternative standardized schemas to structure the data that are fully documented. The NOAA will consider proposals for electro-optical solutions even if they do not meet requirements for radar capabilities. Proposals are to be submitted electronically to two identified NOAA contracting personnel by the deadline specified in the original solicitation.

1. In regard to using SFTP or FTPS, will the vender be required to host the site where data will be located, or will the site be hosted by NOAA where the vendor will routinely upload data?
Preference should be for the vendor to host the data. Observation and other data should be available in a near real time manner, with minimal latencies, through secure message bus technologies, such as Kafka. The data should also be available on request over secure RESTful web services.
2. Can the observation data be provided in UDL JSON format even though the UDL market place isn’t going to be used for data transfer? Is there a preferred format?
Currently all government schema describing space data are restricted (Distribution F or Distribution C). The provider is therefore free to choose a data schema that is available to them. However, the schema-free key-value pair approach used in the UDL is not acceptable, the data must adhere to a particular, well-documented schema. The format used to provide the data may be JSON or similar formats. The provider should supply detailed documentation on this alternative schema. Please note that the Office of Space Commerce may select a particular government schema for the data at a later date.
3. Can the Government clarify what is meant by “…30-day basis over the duration of the agreement…”. Does this mean NOAA prefers to receive tracking data for 50 objects every 30 days as opposed to a bulk upload of archived observations for 600 objects?
Observation and other data should be made available in a near real time fashion as soon as they are available over the 30-day period. This should include both the data on pre-assigned objects as well as the data resulting from tasking (described below).
4. How will the vendor be tasked for the 25% of products that is not archived data? Will a target list be provided?
The preference would be to task sensors in a machine to machine manner using a government provided tasking schema. The provider will be supplied detailed documentation on this approach to tasking outlining the schema. Tasking will be on-demand and will specify a target object for each task. Additionally, routine tracking of a set of objects over the period of performance may be requested.
5. Some of the threshold requirements and objectives in the SOW pertain to radar systems capabilities. Will the Government take into consideration that companies providing an electro-optic solution will not provide radar-specific capabilities from the SOW? With this given, can the Government relax their requirement for no exclusions from the SOW?
The Government will take into consideration that companies providing an electro-optical solution will not provide radar specific capabilities. The Government intends to award multiple purchase orders from this solicitation for electro-optical, radio frequency, and satellite laser ranging data requirements. An offer does not have to provide for all data requirements to be considered for an award.
6. Can the Government prescribe the method and address for delivery for the proposal?
Proposals shall be submitted electronically to the Contract Specialist, Darrin Holland, at darrin.holland@noaa.gov, and to the Contracting Officer, Gion Lalican, at gion.lalican@noaa.gov.
