Sole Source Justification Summary

This is a Sole Source Justification for a 30-day extension to Federal Supply Schedule (FSS) Order No. 1331L526F13211135 issued by the Department of Commerce's Office of Acquisition Management on behalf of the Bureau of Economic Analysis (BEA). The extension authorizes Electrosoft Services, Inc. to continue providing IT Infrastructure Support Services at BEA's facility in Suitland, Maryland from August 29, 2026 through September 28, 2026. The bridge contract extension increases the total contract value above the Simplified Acquisition Threshold (SAT), necessitating formal justification under GSAR 538.7104-3. The extension is structured as a Firm-Fixed Price (FFP) arrangement based on hourly rates previously negotiated and deemed fair and reasonable.

The justification is based on GSAR 538.7104-3(b)(1)(ii), establishing that Electrosoft Services is the only source capable of providing the required services at the necessary quality level because the services are unique and highly specialized. Critical support activities include computer network maintenance and monitoring, desktop workstation support, ServiceNow maintenance and support, and survey data entry services. As the incumbent contractor, Electrosoft Services is positioned as the sole provider capable of maintaining uninterrupted IT support without service disruption during the transition period. BEA is currently re-competing this requirement among 8(a) vendors through the Shared Services Procurement Office, with an anticipated award date of September 29, 2026. Minimal market research was conducted due to the short-term, bridge nature of this extension. The Contracting Officer, Jacqueline Brown, has determined that the pricing represents best value consistent with FAR 8.404(d) and 8.405(d).

Sole Source Justification Shared Services Procurement Office

FY26-25

SOLE SOURCE JUSTIFICATION

FOR ORDERS PLACED OR BPAs ESTABLISHED AGAINST THE FEDERAL SUPPLY SCHEDULE

PROGRAM

FAR Subpart 8.4/GSAR Subpart 538.71

1. Identification of the agency and the contracting activity:

The Office of Acquisition Management proposes to issue a thirty (30) day extension to Order No.

1331L526F13211135 on the basis of other than full and open competition for IT Infrastructure Support Services on behalf of the Bureau of Economic Analysis (BEA). The total cost of the bridge contract is estimated to increase from to .

2. Nature and/or description of the action being approved.

This is a sole-source Firm-Fixed Price (FFP) extension to the bridge contract (Order No. 1331L526F13211135) for Electrosoft Services, Inc. (Electrosoft Services) to provide IT Infrastructure Support Services for BEA in accordance with FAR 52.212-8. BEA is currently re-competing this requirement amongst 8(a) vendors with a projected award date of 9/29/2026. This contract will provide mission-critical services while the government finalizes award for the recompeted contract. The period of performance for this extension will be 8/29/2026- 9/28/2026.

When Contract No. 1331L526F13211135 was awarded, the total contract value was below the Simplified Acquisition Threshold (SAT). The exercise of this 52.212-8 extension increases the total value of the bridge contract above the SAT, necessitating approval of this justification IAW GSAM/R 538.7104-3.

3. A description of the supplies or services required to meet the Department’s needs.

The requirement is to provide IT Infrastructure Support Services at BEA, 4600 Silver Hill Rd, Suitland, MD.

These services are necessary to ensure BEA’s network remains reliable, resilient, and secure. Critical support activities include computer network maintenance and monitoring; desktop workstation support; ServiceNow maintenance and support; and survey data entry services. These services are critical to BEA’s ability to accomplish its mission to provide timely and accurate economic statistics to the public.

4. The authority and supporting rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the supply or services.

This acquisition is conducted under the authority of the Multiple-Award Schedule Program (41 U.S.C. 152(3), and 40 U.S.C. 501), as implemented by FAR 8.4 and GSAR 538.71 and substantiated by the following:

☐ GSAR 538.7104-3(b)(1)(i) - The need is of such unusual urgency that following the procedures would result in unacceptable delays in fulfilling that need.

☒ GSAR 538.7104-3(b)(1)(ii) - Only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.

☐ GSAR 538.7104-3(b)(1)(iii) - The order should be issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis

☐ GSAR 538.7104-3(b)(1)(iv) – It is necessary to place the order with a particular FSS contractor to satisfy a minimum guarantee established in the FSS BPA.

☐ GSAR 538.7104-3(b)(1)(v) - A law expressly authorizes or requires that the purchase be made from a specified source.

Electrosoft Services is the only source capable of providing the services immediately required at the level of quality required while the government finalizes its award decision for the follow-on re-compete procurement.

As the current provider for BEA’s IT Infrastructure Support Services, Electrosoft Services is the only source capable of maintaining IT support without a critical break in services.

5. A determination by the ordering activity Contracting Officer that the order represents the best value consistent with FAR 8.404(d) and FAR 8.405-(d).

The Contracting Officer determines that the anticipated price will be fair and reasonable because it is based on the hourly costs evaluated in the original contract for these services and is consistent with Electrosoft Services’ GSA rates. By signing the justification the Contracting Officer makes a determination that the price to the Government is expected to be fair and reasonable.

6. A description of the market survey conducted and the results or a statement of the reasons a market survey was not conducted.

BEA is currently re-competing this requirement with the SSPO amongst 8(a) vendors with a projected award date of 9/29/2026. Because this justification is for a one-month extension to bridge contract 1331L526F13211135, minimal market research was performed

7. Any other facts supporting the use of this justification.

Electrosoft Services is the incumbent vendor for these services. Extending the bridge contract to Electrosoft will ensure that BEA continues to receive these mission-critical services. Costs are based on previously negotiated rates that were deemed fair and reasonable.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

The Government is currently working on recompeting this requirement between 8(a) vendors and is expected to make award 9/29/206.
