1.0 General Instructions
This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The synopsis/solicitation 1331L518R13OS0001 is being issued as a Request for
Quotation (RFQ). This notice and the incorporated provisions and clauses are those in effect through the
Federal Acquisition Regulations (FAR).
This RFQ solicits quotes for Preventative Maintenance and Reactive Repair Services for the Vehicle
Barricades at the U.S. Department of Commerce (DOC), Herbert C. Hoover Building in Washington, DC.
The requirements are described in the attached Performance Work Statement (PWS).
The Period of Performance is August 1, 2018 through July 31, 2019, with four, one-year option periods.
This RFQ is 100% set aside for small business concerns. The associated NAICS code is 561621, Security
Systems Services (except Locksmiths), with a business size standard of $20.5M. The Product Service Code
Class is 7382.
In response to this RFQ, the Offeror shall prepare a detailed quotation for meeting all stated requirements and comply with the following limitations and characteristics:
The Contractor shall furnish all the necessary personnel, management, direction, materials, parts, permits, licenses, equipment, training, services, and facilities (except as otherwise provided by the
Government) to perform all of the requirements as identified in the attached PWS.
The Government will award a Firm Fixed Price Contract from this solicitation using the Lowest Price
Technically Acceptable (LPTA) evaluation method. “Technically Acceptable” shall consist of meeting all of the acceptability standards for non-cost factors. In order to achieve the “Acceptable” rating the Quoter must achieve a Pass (P) rating as opposed to Fail (F) rating for each of the two (2) non-cost factors
(Technical Capabilities (all elements) and Relevant Past Performance). Failure to achieve a Pass rating for all of the factors shall result in “Unacceptable” as opposed to “Acceptable” overall rating. Quotes will be evaluated for acceptability but not pointed scored or ranked using the non-cost/price factors. For those offerors which are determined to be technically acceptable, award will be made to that vendor with the lowest overall price.
Each offeror must provide the following information with their Quote:
1. The Request for Quote (RFQ) number;
2. The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3. Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;

Any pages in excess of 15 will be disregarded, and will not be evaluated or otherwise included in the Quote evaluation.
7. Price Quote: Price Quote shall be submitted in a separate file from the information provided on the technical (non-price) information described above. Using the pricing schedule provided above within of this RFQ. Offerors are required to submit Firm Fixed Prices for each line item listed. 3.0 Quotation Organization
Quotation materials shall be organized as follows: Section 1 Technical Quotation and Section 2 Price Quotation. All Sections are to be clearly separated from the other (i.e. page break, blank page divider, separate electronic files, etc.). Each Offeror shall provide all price information only in the Price Quotation. The Technical Quotation shall not contain any price information.
To be acceptable, the quotation must meet all of the requirements set forth in the Performance Work Statement (PWS).
3.1 Section 1 Technical Quotation
FACTOR 1 - TECHNICAL CAPABILITIES
Technical acceptability will be based on the Offeror’s ability to clearly demonstrate an understanding of the requirements outlined in the RFQ and how its approach successfully accomplishes the minimum requirements and key performance task areas described in the Performance Work Statement (PWS). The approach shall fully address the following areas:
1. Approach to accomplishment of tasks defined within the requirements as detailed within the PWS.
The Government will focus on whether the Offeror has proposed an overall plan, methods, procedures and resources that are capable of accomplishing the requirements. Special resources, such as subcontractors, to obtain knowledge, skills and/or materials required to perform each of the tasks shall be addressed.
2. Training and Experience. The Offeror shall be trained and experienced in the performance of preventive maintenance services on Nasatka Maximum Security Barrier Equipment. Offeror’s experience will be determined by acceptable past performance.
3. Key Personnel. The Offeror shall provide resumes for all technicians potentially assigned to this award.
4. Technician Education and Experience. All maintenance shall be performed by qualified technicians specifically trained to work on hydraulic/electric barrier systems. Technicians shall have a minimum of 3-years’ experience working on Nasatka Maximum Security Barrier Equipment.
5. Quality Assurance and Surveillance Plan (QASP). Offerors shall provide a description of its plan for quality assurance. The offeror shall identify specific procedures and processes that will ensure that all requirements set forth in the contract are met.
7 | P a g e
FACTOR 2 – RELEVANT PAST PERFORMANCE
The Relevant Past Performance will be evaluated based on the relevance, in relation to the specific requirement being procured and quality, how well the offeror performed those past contracts, and does not pose a risk to the Government. Provide at least three (3) Relevant Past Performance references under contracts or efforts (currently being performed or performed within the past five years) that are of a similar, directly related scope, magnitude and complexity to that which is described in the PWS. Offeror shall not submit past performance for completed DOC/OSY contracts. Where sub-contracting arrangements are proposed, an additional maximum of three (3) projects/contracts within last five (5) years for the subcontractor or other partner shall be submitted. For each submitted project/contract, the Quoter shall include references with current points of contact (telephone number and email address). The Government reserves the right to obtain information for use in the evaluation of past performance from sources other than those identified by the Quoter to upgrade or downgrade the Past Performance rating. An evaluation of relevance will be done for no more than three (3) projects submitted by the Quoter. The Quoter is therefore cautioned to submit only its three most relevant efforts. If the Offeror submits more than three projects for consideration, only first three as displayed within the quote from front to back will be considered.
Evaluation will focus only on work experience already performed. Yet-to-be performed work and experience prior to the last five years will not be considered. Offerors may submit performance data regarding current contract performance as long as a minimum of one (1) year of performance has been completed as of the closing date of the solicitation.
The contracts will be evaluated in the aggregate in order to allow Offerors who may not have the entire scope or complexity of the experience under one individual contract or task order to still be considered acceptable if experience with the full scope and complexity of the requirement can be demonstrated within the allotted number of contracts as described above.
Offerors who describe similar contracts and subcontracts should provide a detailed explanation demonstrating the similarity of the contracts, in terms of scope, complexity, and magnitude, to the requirements of the RFQ for purposes of the relevancy review. Scope, magnitude, and complexity are defined as follows:
Scope: Experience in the areas defined in the Performance Work Statement.
Magnitude: The measure of the similarity of the dollar value of actually performed work that exists between the PWS and the Offeror’s contracts. Magnitude will be evaluated on the dollar amount of work actually performed under the contract or contracts, individually or in the aggregate, during the relevant five-year period established by the solicitation.
Complexity: Is the measure of similarity of technical and managerial intricacy and required coordination of efforts and disciplines that exist in the PWS and the Offeror’s performance on other contracts. For complexity, not only will the tasks performed be considered, but also the Offeror’s ability to coordinate the (tasks) (e.g. concurrent performance requirements).
8 | P a g e
The Government may verify past performance information. The Government may contact some or all of the references provided, as appropriate, and may collect information through questionnaires, telephone interviews and existing data sources to include but be not limited to Past Performance Information
Retrieval Systems (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Contractor Performance Assessment Reporting (CPARS), or other databases. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. This past performance information will be used for the evaluation of past performance. The evaluation team will review this past performance information and determine the quality and usefulness as it applies to the performance competence assessment.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
3.2 Section 2 Price Quotation
(i) Price Quotation must adhere to the pricing structure established in the attached SF 1449. The offeror’s price quotation must be based on the offeror’s own technical quotation, the Government’s PWS, and other contractual requirements. Your price quote shall be a separate from your technical quote and must include:
1. Identification of the labor category to be utilized for this effort.
2. The firm-fixed price hourly rate(s) proposed for the labor category.
3. Any other proposed associated costs, including but not limited to other direct costs (ODCs) for calculating the total proposed cost for this effort.
4. Subcontractor rate information shall also be included, if applicable.
5. Firm fixed price for the base year, each option year, and the total for the base year and all options years.
(iii) Price/Cost shall be evaluated for reasonableness and completeness.
(iv) The Price Quote must contain sufficient information to allow the Government to perform a basic analysis of the proposed price of the work.
9 | P a g e
4.0 Evaluation Factors
The Government will award a Contract utilizing a Lowest Price Technically Acceptable (LPTA) source selection process. Technically Acceptable” shall consist of meeting all of the acceptability standards for non-cost factors. In order to achieve the “Acceptable” rating the Quoter must achieve a Pass (P) rating as opposed to Fail (F) rating for each of the two (2) non-cost factors (Technical Capabilities and Relevant Past Performance).
Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-cost factors. There shall be no trade-offs.
