About this file

This is an Invitation for Bid (IFB) issued by the Montana Department of Environmental Quality (DEQ) seeking contractors to provide chemical, geotechnical, and biological laboratory analyses services for a one-year contract period. The solicitation (DEQ-IFB2026-0199) opens on August 5, 2025, at 2:00 PM MDT and closes on August 21, 2025, at 2:00 PM MDT. The state intends to issue multiple contracts and will select primary contractors for each category based on the lowest bids. Bidders are not required to respond to all categories but must be qualified/certified to conduct the specific laboratory tests for the categories they bid on.

The contract includes various commodity codes related to environmental services, including sampling and analysis of air, water, soil, waste, sediment, air quality monitoring, and assessments. Bidders must download and complete cost worksheets for the specific categories they are interested in, with detailed tables for chemistry (WQD and AEMD air samples), geotechnical parameters, and biological analyses. Payment terms are set at 0% 0, Net 30, and the contract is structured to allow the state time for internal assessments and potential alignment with enterprise-wide contracting opportunities. Interested vendors must provide company information, laboratory certifications, client references, and complete the required questionnaires, including a verification of nondiscrimination against firearms entities.

The State of Montana Department of Environmental Quality seeks contractors to provide various chemical, geotechnical and biological lab analyses. Resulting contracts will only be issued for one-year to give time for internal assessments and alignment with enterprise-wide contracting opportunities/solutions. Overarching lab requirements are provided in Attachment A: Scope of Work for Chemical, Geotechnical and Biological Lab Analyses posted on the Prerequisites page and most common tests with methods for each type and the associated DEQ division that uses each category in tables posted on Buyer's Attachment Page. Do not enter costs into the tables unless you download and use for reference in entering them in the Items (Services) section. All questions regarding the solicitation, work requirements, tests, costs, etc. must be submitted directly to the Q&A Board as specified/instructed throughout this eMACS event and all documents by the established Question submittal deadline. Bidders are NOT required to respond to all categories-just the ones they are qualified/certified to conduct at their laboratories. See related prerequiste and scope of work for additional information. Bids submitted in response to this Invitation for Bids (IFB) must comply with the instructions and precautions hering as well as provide all the information/required documents either as specifically called out in the eMACS event-including the Q&A Board-and/or contained within the solicitation documents.

Please contact the eMACS support desk for technical assistance with completing and submitting your bid. They may be reached at 406-444-2575 or emacs@mt.gov.
