ATTACHMENT D - LABOR CATEGORIES

Labor Categories – Domain One

The proposed labor categories required for this effort are as follows and will vary according to individual delivery orders. The primary labor categories utilized in this requirement will include:

Domain One Labor Category
Description
Project Director/Contract Manager
Duties: Responsible for all aspects of performance (i.e., technical, contractual, administrative, financial); provides overall direction of program activities across multiple tasks; supervises multiple program managers and sr. project managers; consults with the customer to ensure conformity to contractual obligations; establishes and maintains technical and financial reports to show progress of projects to management and customers; staffs, organizes and assigns responsibilities to subordinates; oversees the successful completion of all assigned tasks; and, assumes the initiative and provides support to ensure the success of complex mission important programs.

Relevant Experience: At least 10 years of independent research experience at the postdoctoral level in health and public health-related evaluation and policy analysis with evidence of strong extramural grant and contract history and publication record in peer reviewed scientific journals. Shall possess strong management experience and leadership skills evidenced by academic administrative appointment and service on national and international scientific working groups.

Education: has doctorate degree in evaluation, operations research, public health or a related field.

Senior Technical Personnel
Duties: Responsible for managing a health or public health related evaluation and/or policy analysis project with responsibility for planning, organizing and directing the daily operations. Individuals in this category apply advanced technical knowledge, abilities and skills to develop, adapt, or modify evaluation and policy analysis strategies with minimum supervision by Project Director/Contract Manager. Performs designed studies with limited direction and virtually no technical supervision. Responsible for gathering evaluation and/or policy analysis findings in a manner compatible with disseminating the research in peer-review journals, articles, professional meetings.

Relevant Experience: senior technical personnel, currently acting in a senior project management capacity with a minimum of 8 years experience in directing and administering complex health and public health related evaluations and/or policy analyses.

Education: normally holding an advanced degree at a doctorate level in evaluation, operations research, public health or a related field.

Associate Technical Personnel
Duties: Responsible for conducting key technical aspects of health and public health related evaluation and/or policy analyses that require considerable experience in proper execution, analysis and interpretation. Responsible for performing a variety of evaluation and policy analysis related tasks such as conducting literature reviews; troubleshooting methodological and logistical issue; suggesting alternative approaches; developing, revising (as needed) and executing detailed and extensive analyses; and interpreting and summarizing results. Conducts specialized computer analysis of research data requiring more than routine computer usage, knowledge and skills.

Work is independent with limited technical supervision. .

Relevant Experience: Associate technical personnel, with a minimum of 5 years’ experience working on projects involving program evaluation and/or policy analysis, including at least 3 years directly related to health programs/issues. Individuals in this class are capable of carrying out independent assignments with minimum supervision.

Education: normally holding an advanced degree at a masters level or higher

Junior Analysts
Duties: providing support, data entry, preliminary data analyses, and draft reports of findings. Working under direct supervision of more senior personnel.

Relevant Experience: 3 years or less experience in health-related program evaluation and/or policy analysis

Education: normally holding a bachelor’s degree

Secretaries and other support personnel
Duties: provide secretarial, organizational, management and administrative support to the project director and senior project staff.

Relevant Experience: minimum of 1 year experience in providing secretarial, admininstrative or other support services to health-related evaluation projects

Education: normally holding a bachelors

To the extent possible, staff shall have experience in the following areas for Domain One:

· Evaluating health-related programs similar to those administered by HRSA

· Conducting policy analysis on issues that may affect HRSA programs

· Assessing the impact of public health practice programs at the community, county, or state level in public health programs

Description

Individuals in this category apply advanced technical knowledge, abilities and skills to develop, adapt, or modify evaluation capacity building strategies with minimum supervision by Project Director/Contract Manager. Performs designed studies with limited direction and virtually no technical supervision. Responsible for gathering health and public health evaluation capacity building results/findings in a manner compatible with disseminating the research in peer-review journals, articles, professional meetings.

Relevant Experience: senior technical personnel, currently acting in a senior project management capacity with a minimum of 8 years’ experience in directing and administering potentially complex health and public health evaluation capacity building/strengthening activities.

Education: normally holding an advanced degree at a doctorate level in evaluation, operations research, public health or a related field.

Associate Technical Personnel
Duties: Responsible for conducting key technical aspects of strengthening health and public health related evaluation capacity that requires considerable experience in proper execution, analysis and interpretation. Responsible for performing a variety of evaluation capacity building tasks such as developing and utilizing logic models; conducting evaluability assessments; assessing organization’s capacity for conducting evaluation; developing appropriate methods, tools, and approaches; providing technical assistance; providing guidance on how organizations can use evaluation results; and assessing effectiveness of capacity building and technical assistance efforts. Work is independent with limited technical supervision. .

Relevant Experience: Associate technical personnel, with a minimum of 5 years experience working on projects involving evaluation capacity building/strengthening, including at least 3 years directly related to health and public health related programs/issues. Individuals in this class are capable of carrying out independent assignments with minimum supervision.

Education: normally holding an advanced degree at a masters level or higher

Junior Analysts
Duties: providing support, researching and developing materials, assisting in provision of technical assistance, and drafting reports of findings. Working under direct supervision of more senior personnel.

Relevant Experience: 3 years or less experience in health-related program evaluation and/or policy analysis

Education: normally holding a bachelor’s degree

Secretaries and other support personnel
Duties: provide secretarial, organizational, management and administrative support to the project director and senior project staff.

Relevant Experience: minimum of 1 year experience in providing secretarial, administrative or other support services to health and public health-related evaluation and/or evaluation capacity building/strengthening projects

Education: normally holding a bachelors

To the extent possible, staff shall have experience in the following areas for Domain Two:

· strengthening evaluation capacity in health-related programs similar to those administered by HRSA

· Experience in the health promotion and community health needs assessment and capacity development in public health programs

Labor Categories – Domain Three The proposed labor categories required for this effort are as follows and will vary according to individual delivery orders. The primary labor categories utilized in this requirement will include:

Domain Three Labor Category
Description
Project Manager/Task Leader
Duties: Includes overall information

technology project management, web development and maintenance staff management, and delivery schedule management Relevant Experience: must have nine (9) or more years of ADP experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Statistician
Duties: Provides expert statistical analysis in support of strategic planning for high technology programs, concept development and requirements analysis/

Relevant Experience: At least five (5) years of professional experience providing statistical analysis support related to data evaluation and strategic planning for high technology programs, concept development and requirements analysis.

Education: BS/BA in statistics.

Enterprise Application Architect
Duties: Includes reviewing designs, capacity planning, providing technical standards oversight, conducting as-is assessments of technical architecture for the enterprise and developing the to-be architecture and a migration road map.

General Experience: must have nine (8-10) or more years of ADP experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Enterprise Business Analyst
Duties: Includes being the technical subject matter expert for enterprise-wide system management tools and operations. Must posses a broad understanding of complex, multi-platform information technology (IT) infrastructure operations, hardware, software, processes, and tools.

General Experience: must have nine (8-10) or more years of ADP experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Enterprise Data Architect
Duties: Includes developing and maintaining end-to-end information architecture by creating data architecture strategies and developing the associated road maps and high-level plans. Formulates the standards, processes, and procedures to align with the data architecture for application projects.

General Experience: must have nine (8-10) or more years of ADP experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Technical Lead
Duties: Includes providing technical leadership to team in assessing needs, defining requirements, implementation planning and execution, user acceptance testing, quality assurance, system deployment, system conversion, and measurements and evaluation

General Experience: must have nine (7-10) or more years of ADP experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Senior NET Developer
Duties: Includes providing Object oriented analysis and design, developing components and subsystems using C#, ASP.NET and Microsoft SQL Server, Act as a subject matter expert in the .NET Framework

General Experience: must have nine (3-6) or more years of Web Developer experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Senior Systems Analyst
Duties: Includes information systems analysis and design, Internet/Intranet design, planning, and applications reengineering, telecommunications, Federal accessibility requirement under Section 508, and systems security.

General Experience: Must have 7-9 years of System Analyst experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Senior Web Developer/System Analyst
Duties: Includes Web and information system development, programming and graphics design, web site management, advanced web features, Federal accessibility requirements under Section 508, and systems integration.
General Experience: Must have 3-6 years of Web Developer/System Analystexperience.

Education: A Four year Bachelor’s degree from an accredited college or university

Mid NET Developer
Duties: Includes developing components and subsystems using C#, ASP.NET, and Microsoft SQL Server under the direction of Senior .NET and Architects, supports .NET best practices and standards, developing applications using object oriented (OO) design

General Experience: must have nine (2-4) or more years of Web Developer Experience, with a minimum of 1 year of .NET experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Systems Analyst
Duties: Includes translating business requirements into technical requirements, Information systems analysis and design, including telecommunications, Internet/intranet design, planning, and applications reengineering

General Experience: must have nine (5) or more years of Systems Analyst experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Systems Jr. NET Developer
Duties: Includes developing components and subsystems using C#, ASP.NET, and Microsoft SQL Server under the direction of Senior .NET and Architects.

General Experience: must have nine (1-2) or more years of Web Developer-Programmer or Analyst experience, including .NET training and experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Graphics Designer
Duties: Includes developing web page mock-ups, creating graphics for use in web applications, training materials, and other presentation materials, ensuring products conform to federal accessibility requirements under Section 508

General Experience: must have nine (2-5) or more years of Graphic Design experience.

Education: A Four year Bachelor’s degree from an accredited college or university

Junior Web Developer- Programmer/Analyst
Duties: Includes Web site development and maintenance, programming, graphics design, documentation, Federal accessibility requirements under Section 508. and training.
General Experience: Must have 1-2 years of Web Developer-Programmer/Analystexperience.

Education: A Four year Bachelor’s degree from an accredited college or university

To the extent possible, staff shall have experience in the following areas for Domain Three:

· Ability to access evaluation data to enable activities specific to the functional area and/or business need.

· Ability to store, retrieve, and manage requests and inquiries.

· Ability to run ad-hoc and programmed reports for management review, performance metrics, entity status, etc.
