About this file
This document is a Letter of Intent to Sole Source contract from the Montana Department of Administration, State Procurement Services Division, in collaboration with the Department of Revenue. The document details a proposed sole source contract with C3 AI to provide the C3 AI Property Appraisal Application, which aims to streamline appraisal processing times, expand coverage for complex and hard-to-value properties, and enhance appraisers' efficiency. The solicitation is open from 6/11/2025 2:00 PM MDT to 6/25/2025 2:00 PM MDT, with the event number REV-SolSour-2025-0036. The contract involves computing services across multiple commodity codes, including advisory services, analysis, design, planning, and document management.
The solicitation is specifically a non-competitive proposal, with an invitation for potential vendors to provide detailed descriptions of equivalent products or services. Interested vendors must use the Q&A Board in eMACS to submit questions or clarifications, and must complete prerequisite steps such as reviewing the Single Point of Contact information and accepting the Letter of Intent. The document emphasizes that this is not a standard competitive bidding process, but rather an opportunity for vendors to demonstrate their capability to meet the state's specific technological needs for property appraisal services.
