About this file
This is a Questions and Answers document for RFP #13-DOA1312659731 for NCMAC Lobbying Services, issued by the North Carolina Department of Administration on behalf of the Department of Military and Veteran Affairs (DMVA). The document addresses eight questions regarding the lobbying services contract, which requires the vendor to establish and maintain relationships with North Carolina military installations, Department of Defense, Department of Homeland Security, and the NC Congressional delegation. Key deliverables include quarterly reports on Force Structure Reports and Strategic Basing Plans, advocacy for initiatives in the National Defense Authorization Act, and virtual participation in NCMAC meetings through reports and PowerPoint presentations.
The vendor will be responsible for building all necessary relationships to complete the work, with a particular focus on defense grants impacting NC military installations. The quarterly reports must follow a specific format of Topic, Discussion, and Next Steps in paragraph form, and should provide sufficient information to keep the commission informed of upcoming initiatives. The vendor is expected to align their work with the NCMAC Strategic Plan 2024-2028, which is available online. Currently, there are no federal grants in place, indicating this will be a new initiative for the selected vendor.
