About this file
This is a Request for Quote (RFQ) for a firm-fixed-price purchase order for National Contract Management Association (NCMA) membership renewals. The NOAA Acquisition and Grants Office (AGO) requires 205 membership seats for federal acquisitions personnel. The solicitation number is 1305M426Q0013, with an effective date of January 26, 2026, and a period of performance from February 1, 2026, through January 31, 2027. The base contract value is listed as $23.5 million, though this appears to be a data entry error on the form as only membership fees are being procured. Responses must be submitted by January 28, 2026, at 5:00 p.m. ET via email to Virginia Scott at Virginia.Scott@noaa.gov. Pricing must remain valid for a minimum of thirty days from the RFQ closing date.
Offerors must submit a signed Standard Form 1449, a complete firm-fixed-price quote for 205 NCMA memberships, and include a point of contact name, telephone number, and email address. The solicitation is designated as a Women-Owned Small Business (WOSB) set-aside with a North American Industry Classification Standard (NAICS) code of 813920 and a size standard of $23.5 million. The Contracting Officer is Virginia Scott, and the Technical Point of Contact is Charles Owens at Charles.owens@noaa.gov. All responses will be administered by CSAD-Staff Office Support at the Silver Spring, Maryland location. The solicitation incorporates standard FAR clauses and requires contractors to comply with representations and certifications related to small business status, labor standards, equal opportunity, and various federal compliance requirements.
