Questions and Answers

1. Parking curbs/wheel stops: Based on the age and condition of the existing wheel stops, the subcontractor believes they cannot be removed and reinstalled without potentially causing damage. They indicated that the existing wheel stops may need to be completely replaced with new ones if they are required to be removed in order to seal underneath them, as stated in the SOW.

Could you please clarify whether the existing wheel stops are required to be removed and reinstalled, or whether replacement with new wheel stops would be acceptable if they cannot be safely removed and reinstalled due to their existing condition? Also, if replacement is required, could you please confirm whether the Government expects the contractor to include the cost of new wheel stops in the quote?

a. If the contractor could provide a cost estimate for removing the old concrete wheel stops and replacing them with new rubber or plastic ones, and an option for cleaning and repainting the existing ones, we would review those options.

2. Two squeegee coats of sealcoat: The subcontractor also expressed concern regarding the requirement for applying two squeegee coats of sealcoat. Based on the existing site conditions and the thickness of the material, they believe that applying two squeegee coats could require significant drying time and potentially create access issues for personnel and vehicles using the facility.

Could you please clarify whether the two-coat requirement is mandatory as specified in the SOW, or whether the Government would accept an alternative application method or equivalent sealcoat application that provides the required protection while minimizing the time the parking areas need to remain closed?

a) If one sealcoat can get the job done and provide 2 or 3 years of protection that's fine, and acceptable.
