About this file

This document is an Amendment to a Questions and Answers section for RFQ 1305M326Q0347, a Firm-Fixed-Price contract for landscaping and grounds maintenance services. The solicitation is for lawn mowing and related turf care services with no incumbent contractor currently in place. Mowing frequency is weather-dependent, ranging from 15 to 26 trips annually during the growing season, with an average of approximately 20 mowings per year. Service is anticipated on a weekly basis during the active growing season and bi-weekly toward the beginning and end of the season. Contractors are charged for each individual service rather than a fixed monthly price regardless of service interval.

The scope of work includes weed and crabgrass control applications primarily to lawn and turf areas, with spot treatments permitted in cracks around parking areas; no pesticide treatments are required for trees, shrubs, or ornamental beds. Quoters may demonstrate technical capability using completed projects performed by proposed subcontractors provided the subcontractor performs a major or critical portion of the physical work. Any subcontractor experience submissions must clearly identify the subcontractor, detail their specific role and scope, provide project references, and include all required licenses and certifications. All key personnel, technical approaches, and named subcontractors identified in the winning quote will be materially incorporated into the resulting contract award, and post-award substitutions require prior written approval from the Contracting Officer with replacement by an entity of equal or greater qualification. Hourly rates for additional work are not required, as this is a Firm-Fixed-Price contract with pricing submitted only as total pricing for the base period and each option period.

Amendment 0001 - Q & A RFQ 1305M326Q0347

Your Question Government Response

Can you clarify how many mowing trips are being requested per year?

This is highly weather dependent, but could be as many as 26 within the growing season, to as few as 15, with an average year being about 20 mowings.

Who currently holds this contract and what is the annual contract amount? No current contract is in place.

Service Frequency and Monthly Pricing – Please provide the anticipated mowing frequency or estimated number of mowing services during the Base Period and each Option Year. Please also clarify whether the monthly firm-fixed price remains unchanged when a scheduled service is waived or when an additional mowing service is requested to maintain the property’s appearance.

Service frequently will likely be required on a weekly basis during the active growing season, but is highly weather dependent. Towards the beginning and end of the season, bi-weekly service will likely suffice. Previous contracts have charged for each service as opposed to a fixed price regardless of service interval.

Treatment Coverage – Please confirm whether the scheduled weed, crabgrass and insect-control applications apply only to the lawn/turf areas, or whether pesticide treatments are also required for trees, shrubs and ornamental beds.

Weed and crabgrass control will primarily apply to the lawn/turf area, but spot treatments of weed control pay be needed in cracks around the parking area. No treatment should be required for trees, shrubs or ornamental beds.

Completed Project Experience – May a quoter demonstrate technical capability using qualifying completed projects performed by its proposed subcontractor or teaming partner, provided that entity will perform the corresponding work under this requirement?

A Quoter may submit project experience completed by a proposed subcontractor to satisfy the technical capability requirement, provided the subcontractor will perform a major or critical portion of the physical work.

If proposing to rely on a subcontractor's experience, the quote must:

1. Clearly identify the subcontractor and detail their specific role, scope of work, and level of effort in performance.

2. Provide the subcontractor's project references meeting the criteria in Factor 1.

3. Provide all required licenses, certifications, and documentation for the subcontractor relevant to their role.

Incorporation into Award: Please be advised that all key personnel, technical approaches, and named subcontractors identified in the successful quote will be materially incorporated into the resulting contract/award. The Contractor shall be legally bound to utilize the specific subcontractor(s) proposed. Any post-award substitution of a named subcontractor requires prior written approval from the Contracting Officer and must be replaced with a entity of equal or greater qualification.

Additional-Work Hourly Rate – Where should the required hourly rate for additional work outside the Statement of Work be entered in the price submission, and will that rate be included in the Total Evaluated Price?

Pricing should only be total pricing for the base period and each option period. Hourly rates are not necessary as this is a Firm-Fixed-Price contract.

Incumbent Information – Please identify the incumbent contractor, if applicable, and provide the prior contract number and total awarded value, including exercised options, if available.

No current contract is in place.
