About this file
This file is Amendment 0001 to Solicitation 1305M326Q0342, issued by the National Oceanic and Atmospheric Administration (NOAA) Fisheries division in Seattle, Washington, effective August 24, 2026. The amendment provides vendor questions and answers addressing clarifications on a vessel charter solicitation and does not change the quotation due date, which remains August 28, 2026, at 2:00 PM Eastern Time.
The Q&A addresses seven key vendor inquiries: (1) Daily charter pricing shall include all vessel transit costs to the applicable survey starting port and from the survey ending port, with no specific mobilization/demobilization ports designated; (2) Fuel costs under CLIN 0004 (Not-To-Exceed $100,000.00) will be managed under existing fuel CLINs, with the Government increasing the NTE value if needed to cover optional charter days, with fuel primarily purchased via the SEACARD government contract; (3) Service Contract Labor Standards do not apply to vessel crew members; (4) A vessel accommodating six Government Scientists meets minimum requirements with no evaluation penalty, though additional consideration may be given for eight-capacity vessels; (5) Government equipment specifications are provided in Attachment No. 6 (Gear List) including quantities, dimensions, and estimated weights; (6) Past performance information may be obtained from multiple sources including CPARS databases, with neutral ratings assigned if information is unavailable; and (7) Current, valid Stability Letters previously approved by the USCG or recognized classification societies are acceptable without requiring new stability analyses specifically for this solicitation.

2. The due date for receipt of quotations remains unchanged at 2:00 PM Eastern Time on August 28, 2026.
3. All other terms and conditions remain unchanged.
Vendor Questions and Answers:
1. The solicitation states that daily charter pricing must include transit to the starting port and from the ending port. Could the Government clarify the specific mobilization and demobilization ports (e.g., Seattle, WA; Kodiak, AK; or Dutch Harbor, AK) that should be used as the baseline for calculating these transit costs?
Answer: The Government is not establishing a specific mobilization or demobilization port beyond the survey start and end ports identified in Section 1, Charter Requirements, of the Statement of Work.
Daily charter pricing shall include all costs associated with vessel transit to the applicable survey starting port and from the applicable survey ending port.
2. CLIN 0004 (Fuel) is established as a Not-To-Exceed (NTE) amount of $100,000.00. If the Government exercises any or all of the 35 optional charter days under CLIN 0005, will the fuel NTE limit be increased proportionally to cover the additional operating days, or will fuel costs for optional days be funded under a separate mechanism?
Answer: The existing fuel CLINs will be utilized for all fuel expenses, and the Government will increase the NTE value if needed. Fuel for these charters will be purchased primarily under a government contract (SEACARD) with fuel vendors in most ports utilized by this survey. In ports where the SEA Card is not accepted, the contractor may be required to purchase fuel and be reimbursed by the Government in accordance with the applicable fuel CLIN. See CLINs X004 for the applicable fuel line items and NTE amounts.
3. Are the vessel crew members for this charter subject to the Service Contract Act (SCA) / Service Contract Labor Standards? If so, will the Government provide the applicable Department of Labor Wage Determination, or are these positions considered exempt under the maritime/seaman exemption?
Answer: No. The Service Contract Labor Standards are not applicable to this requirement; therefore, a Department of Labor Wage Determination is not included.
4. Requirement 9 states the vessel must provide accommodations for 'up to 6 (preferably 8) Government Scientists.' Under Factor A (Vessel Characteristics), will a vessel that accommodates exactly 6 scientists be evaluated less favorably than a vessel that accommodates 8, or is 6 considered fully acceptable with no evaluation penalty?
Answer: A vessel that accommodates six (6) Government Scientists meets the minimum requirement and will not be considered unacceptable for that reason. As stated in RFO 52.212-2, additional consideration may be given for items identified in the Statement of Work as potentially receiving additional consideration.
5. Regarding CLIN 0003 (Government Equipment Transportation), could the Government provide a list, estimated weight, footprint, and power requirements of the scientific equipment the vessel is expected to transport, install, and support?
Answer: Please refer to Attachment No. 6, Gear List, which provides the Government equipment to be transported, including quantities, dimensions, and estimated weights. Transportation requirements are identified under the applicable Government Equipment Transportation CLINs (X003) and Section 10, “Option for Shipment of Government Gear and Equipment,” of the Statement of Work. Electrical power requirements for Government equipment during survey operations are identified in the applicable vessel requirements of the Statement of Work.
6. If an offeror's past performance reference fails to submit Attachment 9 (Past Performance Questionnaire) directly to NOAA by the closing date despite the offeror's timely request, will the Government utilize Contractor Performance Assessment Reporting System (CPARS) data to evaluate the offeror's past performance, or will the offeror receive a neutral/negative rating for that reference?
Answer: The Government may obtain past performance information from sources other than the Past Performance Questionnaire, including past performance databases such as CPARS. If relevant past performance information is not available, the quoter will receive a neutral past performance rating in accordance with RFO 52.212-2.
7. The solicitation requires a certified Stability Letter from a licensed Naval architect or marine engineer at the time of proposal submission. Will the Government accept an existing, valid stability letter/booklet previously approved by the USCG or a recognized classification society, or must a new stability analysis be performed specifically for this solicitation?
Answer: The Government will accept a current, valid Stability Letter that meets the requirements of the solicitation. A new stability analysis performed specifically for this solicitation is not required.
