About this file

This is a Questions and Answers document associated with a Request for Quotation (RFQ) for non-personal janitorial services at the National Weather Service (NWS) Weather Forecast Office in Johnston, Iowa. The solicitation number is 1305M326Q0324, issued by the Department of Commerce National Oceanic and Atmospheric Administration (NOAA). The document serves as Amendment 0001 to post clarifications and responses to inquiries from potential quoters regarding the janitorial services requirement.

The underlying solicitation is a small business set-aside (NAICS code 561720, size standard $22.0M) for a fixed-price, all-or-none purchase order with Net 30 payment terms. The incumbent contract awarded to DSC Solutions LLC had an aggregate total of $53,700.00 for five years. Quoters are advised to thoroughly review the Statement of Work (SOW) and conduct a site visit, as the SOW may have been modified from the previous contract. The government intends to award based on lowest price technically acceptable criteria. This Q&A document provides clarifications necessary for prospective bidders to prepare accurate quotations for the janitorial services contract.

1305M326Q0324 Janitorial Services, NWS in Johnston, IA Questions and Answers

Q1The Combined Synopsis/Solicitation identifies the place of performance as 9607 NW Beaver Drive, Johnston, IA. However, the SOW identifies 9706 NW Beaver Drive, and the SOW title references "Des Moines/Johnston, IL." Please confirm the exact site address and state for the facility.
A1The correct address is 9607 NW Beaver Drive, Johnston, IA.
Q2The SOW’s "Square Footage/Site Conditions" section notes the facility contains "25 windows." However, the "Service Requirements" frequencies only explicitly require cleaning/polishing the glass entrance door and dusting window sills/blinds. Please clarify if the Contractor is responsible for cleaning the interior and/or exterior glass of the 25 windows, and if so, at what frequency.
A2While the glass entrance door is to be cleaned inside and out, here is no request for window cleaning services as part of the SOW but that the SOW does talk about the need to damp wipe the window sills and leave the window blinds free of dust.
Q3The SOW details vacuuming and spot cleaning (for spots the size of a dime or larger). Please confirm if periodic deep cleaning (e.g., hot water extraction or shampooing) of the carpeted areas is required, or if spot cleaning is the only required wet-cleaning method for the carpets over the life of the contract.
A3No, the resulting contract will not include deep cleaning the carpet. These services will be acquired separately as needed/determined by the forecast office.
Q4The SOW states the raised tile floor in the operations and equipment rooms requires "floor cleaners recommended by the manufacturer of the floor tiles." To ensure we price and supply a product that complies with both the manufacturer's specifications and the mandatory EPA/USDA Biobased requirements, could the Government identify the tile manufacturer or the specific recommended cleaning product?
A4Unknown the exact manufacturer of floor tiles however they are wood core laminated access floor tiles. There are plugs, cables, and wires that run beneath the floor. This floor should only be cleaned with limited moisture to avoid any water or cleaning solution to drip down between the tiles.
Q5Under "Contractor-Furnished Equipment, Materials, and Supplies," the SOW lists "Paper toilet seat covers and dispenser." Please clarify if the Contractor is required to purchase and permanently install new physical dispensers, or if the requirement is solely to provide the consumable paper covers to refill existing Government-owned dispensers.
A5Dispensers are in the stalls so paper cover refills are what will need to be provided.
Q6The SOW mandates a Tier 1 Investigation for 1 to 3 designated personnel within five days of award, noting personnel cannot commence work without favorable results or written Contracting Officer approval. Given that the 12-month period of performance is estimated to begin August 15, 2026, will the Government routinely grant written approval for personnel with pending investigations to commence work on the start date, or will the start date be delayed until clearances are fully adjudicated?
A6If the security processing isn’t done but services need to start, if the Program Office is willing, workers can be escorted by personnel in order to perform janitorial services. If not, then the first monthly invoice would be prorated for services that were actually performed.
Q7Could you please confirm whether there is a current incumbent for this contract? If so, we would appreciate it if you could share the associated Purchase Order number and the total contract value.
A7This information is provided in the solicitation documentation; it is at the top of the Description in SAM.gov and is also within the solicitation documentation itself.
Q8Was the incumbent contract awarded as a five-year contract (base year plus option years), or was it a different contract structure?
A8The incumbent was awarded a base year and there were four option years. Not all of the option years were exercised.
Q9The solicitation states that the incumbent contract had an aggregate value of $53,700.00. Could you please confirm whether this amount represents the total value for the entire contract period?
A9This amount was for the whole five-year period.
Q10If available, could you also provide the current annual contract value (or current yearly price) being paid under the incumbent contract?
A10The amount of the last option period was $10,740.00.
Q11Is this for a base year only or for a base year with option years?
A11This is for a single year only. There will not be any option years on the award.
