1305M326Q0323 Janitorial Services, NWS in Springfield, MO Questions and Answers

Q1SOW Section 13 states that mandatory Sexual Assault and Sexual Harassment (SASH) training must be completed within 30 business days of contract award. However, the Deliverables Table in Section 27 lists the due date as 40 business days. Please clarify which timeline takes precedence.
A1In paragraph 6 of NOAA Acquisition Manual 1330-52.222-70, it states that the training shall be completed within 30 days of contract award but evidence of completion must be submitted within 10 days of completion, hence the 40 days mentioned in the SOW.
Q2SOW Section 5 indicates that the Contractor shall observe federal holidays but must continue to provide personnel for "critical tasks" as guided by instructions. For firm-fixed pricing purposes, if a scheduled service day (Monday, Wednesday, or Friday) falls on a federal holiday, is the Contractor expected to reschedule the cleaning to the preceding or following business day, or is the service for that day skipped?
A2The awarded contractor will work with the designated government representative to determine how holidays that land on scheduled days will be handled.
Q3SOW Section 3 identifies 23 windows at the facility. Section 23 specifies that the glass entrance door must be cleaned inside and out three times per week, while Section 24 specifies that window blinds and sills are addressed monthly. Please clarify if cleaning the interior and/or exterior glass of the 23 windows is required under this contract, and if so, at what frequency?
A3There is no request for window cleaning services as part of the SOW but that the SOW does talk about the need to damp wipe the window sills and leave the window blinds free of dust.
Q4SOW Section 25 states that dust-moping the server room (the first Friday of every month) requires direct supervision by an NWS employee. Can the Government confirm that this supervision will be available during the standard 7:00 am to 7:00 pm cleaning window, or will this task require specific after-hours coordination?
A4Dust mopping can generally be performed and supervised during the standard cleaning window without after hours coordination. If severe weather limits staffing, the contractor will coordinate with the designated government representative to dust mop the server room when sufficient staffing allows for an escort.
Q5SOW Sections 20 and 21 require the Contractor to move "easily movable objects" such as chairs and tables on wheels. To ensure a standardized basis for competition, can the Government provide a weight limit or further definition for what constitutes "easily movable" to prevent potential safety risks to personnel?
A5Easily movable would be considered wheeled objects of any weight. Items requiring lifting would weigh 25 lbs or less.
Q6Section 15 requires the submission of completed security documents for 1–3 personnel within five business days of contract award. Given the coordination required for fingerprints and resumes, would the Government consider extending this to ten business days to ensure the accuracy and completeness of the security packages?
A6If necessary and requested in writing by the contractor, the designated government representative may extend the security package submission deadline from five business days to a maximum of ten business days.
Q7Is this for a base year only or for a base year with option years?
A7This is for a single year only. There will not be any option years on the award.
